Frank Thompson, Health Department, spoke to this ordinance. This will allow for the third-party facilitator to conduct the annual assessment using neutrality and transparency between the City of Kansas City, MO Health Department and the KC-TGA Planning Council. This is necessary in evaluating how rapidly Ryan White HIV/AIDS Program (RWHAP) Part A funds are allocated and made available for care. To ensure that funds are being contracted quickly through an open process, paying providers on time, reviewing that funds are used to pay only for services that were identified as priorities, and whether the amounts contracted for each service category are the same as the planning council’s allocations.

Accepting and approving a contract amendment with Samuel U. Rodgers Health Center in the amount of $53,473.09 to provide coronavirus testing services in the Kansas City area; and authorizing the Director of Health to extend the term of the contract or increase the total contract dollar amount upon need and appropriation without further Council approval.

Community testing will be conducted by this Safety Net Provider who already provides medical services for the City’s vulnerable populations.
