Repealing Article II, Chapter 76, Code of Ordinances, entitled Taxicab Code, and enacting in lieu thereof a new Article II, Chapter 76, entitled Taxicab Code.


FINANCE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Eldon Audsley, Neighborhood and Community Services, passed out a committee substitute and discussed the proposed revisions for the taxicab code. Councilmember Evert Asjes suggested to include a preeminent displaced number sign be displayed within the taxicab. Michael Black, Empire Cab, discussed the condition on over aged vehicles and allow to keep properly maintained vehicles on the streets. Cheryl Simms, 525 E. Armour, stated that the condition on vehicles over aged should be allowed to be kept on the streets and taxicab permits should go to the drivers. Bill George, Metropolitan Transportation, expressed concerns with the quality of the taxicab services and the limitation on the number of taxicabs remain steady throughout the year. Dan Hubble, Taxi Drivers Asso., testified on behalf of the ordinance and expressed great concerns on the economy, losing benefits to the open market and the many issues with the proposed taxicab code revisions. Dereje Zegeye, driver, suggested that the taxicab permits go the independent owner and not to company ownership. Craig Bates, former fleet owner, spoke in support of the ordinance and expressed concerns with including passengers in the decision making process. Fareed Hammad, driver, expressed concerns with the limitation on the number of permits. Abbas Kamwand, driver, stated that the taxicab drivers should purchase their own permit. Sherri Watson, Checker Cab, spoke in support of the ordinance. Ed Cain, driver, testified on behalf of the ordinance regarding the drivers owning the permit.

Ratifying the compensation fixed by the Mayor to be paid to the City Manager at a base salary of $140,000.00 beginning July 2, 2000, reflecting the performance of the City Manager since August 30, 1998, as provided by the City ManagerĀ“s Employment Agreement and authorizing the Mayor to execute a Second Amendment to the Employment Agreement between the City of Kansas City, Missouri, and Robert L. Collins which incorporates changes to the base salary.
