Estimating revenue in the Police Grants Fund in the amount of $117,000.00 and appropriating it to the Night Light Program.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS"
David Kies, KCPD, requested Police Grants Funds for the Night Light Program. The ordinance is a cooperative effort between the police department and family court where family court officers ride along with police officers to check on probationary offenders, usually from youth court. The reason for the request is that money was received after the budget had been approved. The money will be included in the next year budget. This is a pass through grant from the federal government through the courts.

Estimating revenue in the Police Grants Fund in the amount of $29,080.00 and appropriating it to Missouri DWI Mini-Grant for sobriety checkpoints, DWI saturation patrols, youth alcohol enforcement and equipment.

David Kies, KCPD, requested Police Grant Funds for the DWI program. This is a new grant and generates no costs to the city. Becky Nace asked if the grants provided for administrative costs. Mr. Kies stated that some grants do but this particular grant administrative costs would be absorbed through regular staff operations. Larry Plaisted stated that some grants provide for administrative reimbursements but many do not. Those who do would require a cost allocation plan be submitted and have cost reimbursed. This would most likely reduce the amount of money going out for programs.

Estimating revenue in the Police Grants Fund in the amount of $34,000.00 and appropriating it to allow the police to track the new COPS Universal grant.

David Kies, KCPD, requested Police Grant Funds for tracking of the new COPS Universal grant. There would be no additional costs generated to the city. It had already been placed in this year's budget.

Reducing balances in various accounts; appropriating the sum of $1,385,321.00 representing design allowance funds for the Missouri State Revolving Fund (SRF) Loan Fund construction projects included in SRF Loan Programs C295248-04, C295248-05 and C295248-06; and recognizing an emergency.

Robbie Jackson, Water Services, said the ordinance appropriated money to three State Revolving Fund projects. The State Revolving Fund will not allow the city to actually pay for a design contract out of the bond fund. So the city has to come up with a design and bid the contract. The state allows a design contract allowance based on a scale they have. This allows the city to appropriate funds and in essence pay itself back. Ms. Jackson also stated that recovery is a set percentage that would be based on the amount of the construction contract.

Authorizing the execution and delivery of a Loan Agreement with the Missouri Department of Natural Resources, in connection with loan financing for the purpose of providing matching funds for grants from the State of Missouri to finance a portion of the costs of a stormwater project of the City of Kansas City, Missouri, appropriating $105,600.00 from the Stormwater Fund to pay for debt service payment for fiscal year 2002, designating requisitioning authority, and authorizing certain other actions pursuant thereto.

Randal Landes, City Treasurer, said the program allowed the city to use it's own funds or funds from the state to finance a storm water project. The city is receiving loans and grants from the state. The loan portion is a very low cost loan. Less than 2%. The ordinance is to approve the loan agreement and setting up appropriations this year's debt service.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Section 2-1078 and enacting in lieu thereof one new section of like number and subject matter which establishes the job classification of Airport Police Trainee and increases the pay ranges of Airport Police Officer I, Airport Police Officer II and Airport Police Sergeant classifications.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS"
Marcy Woods, Aviation Department-Human Resources, requested that a new classification range be added to the Airport Police Officer category. This would enable the Airport Police to be closer in pay parity with other like classifications within the KC area with a staff comparable with that of the KCI Airport Police Department. Approximately 29 officers are employed and the department is carrying a vacancy rate of 10 officers. It will be funded by internally generated funds and the budget. So the money is available. One problem is one of officers being hired away by other municipalities once the officers have been trained by the KCPD. With a new pay range the hope is that personnel will stay with the department instead of leaving. Chief Al Lomax, Airport Police, was on hand to answer any questions.

Authorizing the director of health to execute an amendment to the annual MAST contract for service to indigent residents approved by Ordinance 010631 to provide for an additional subsidy in the form of one or more loan or other financial guarantees of up to a total of $2.0 million, including interest, for the current fiscal year, and to include these provisions in annual contracts through April 30, 2004; authorizing the director of finance to execute documents necessary to accomplish this guarantee; permitting the payment of funds to be made from health levy funds unless legally prohibited from making such payments; and requiring repayment of the City within two years of any payment.


FINANCE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Kevin Riper, Finance Director and John Sharp, MAST Director and CEO, talked about the MAST contract. John Sharp said the ordinance would allow the city to amend the current contract with indigent care. The comm. substitute allows loan guarantees up to $2 million dollars. It can be from any bank. However the bank is concerned about cash reserves because of Medicare cuts. There is also some confusion on what MAST is. This would allow MAST to get loans at a lower rate. MAST will be making the payments but it will save the system money. It established a line of credit and get it at a reasonable cost. Bill Geary said the city would not be in violation. The important thing to know is if there is a payment to be made by the city the council would have an ordinance. The council would know when the city is asked to do that because this ordinance does not appropriate any money. So the next ordinance would appropriate funds to fulfill the obligations of the city.

Accepting and approving a Kansas City Government Optimization (KC-GO) Competitive Plan Agreement between the Mayor and City Council, the City Manager and the management team and employees of the Division of Purchases and Supplies.


FINANCE COMMITTEE recommends "DO PASS"
Rich Noll, Assistant City Manager, gave information on the purpose of the ordinance. It authorizes a competitive plan agreement between the city manager, city council and purchasing and supplies division. Its a performance contract and accountability document for implementation of purchasing's competitive plan. It codifies the commentment of the purchasing division to operate effectively, efficiently and competitively. It is a five year plan. It clarifies who is responsible for what duties. He also went over the list of recommendations for the council. Ray Burnett, Finance Department, talked about the performance contract. He reiterated what had been stated by Mr. Noll. Alvin Brooks asked what happens to disadvantaged businesses with the plan. Mr. Burnett said they were making every effort to include disadvantaged businesses. To try and communicate electronically to MBE/WBE/SBEs. There is a request for a liaison. Mr. Asjes said it was important to have someone in your department whether you get an additional person approved in the budget. Mr. Landes said the person is requested for the 2003-04 fiscal year. Mr. Brooks said he would like to see some kind of reporting to the committee. A problem with 2nd generation disparities still exists. Keep in mind about areas of disparities. Mr. Burnett said that to better function we would need more frequent reporting.

Staff from the Information Technology Department will present an ARTS Report regarding "Information Technology Department". Staff from the City Manager's Office and Finance Committee Members will give an ARTS Report regarding "Budget Processing Practices". Staff from the City Controller's Office will give a Monthly Financial Report for the period ended December 31, 2001.
 
 There will be discussion regarding the Police Pension Fund. There will be a closed session to discuss a legal matter pursuant to RSMo Section 610.021 (1).
