Authorizing the execution of the Tenth Amendment to the Fixed Base Operations Lease Agreement with Executive Beachcraft, Inc. at Charles B. Wheeler Downtown Airport.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that the ordinance would reduce the rent by 50% for the Airline History Museum (TWA). This would result in a reduction of approximately $16,000.00.

Authorizing a Facility Maintenance Agreement with Rand & Son Construction Company for Contract No. C050179 to provide plumbing services for the Kansas City International Airport, Charles B. Wheeler Downtown Airport, and Richards-Gebaur and the expenditure of previously appropriated funds in the amount of $250,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that this ordinance was an agreement for plumbing services department wide. The department sent our RFPs and received 8 responses. Of the 8, 4 were considered and Rand & Son Construction was awarded the contract. The agreement is for three years with 2 one-year options bringing the total to 5 years at a cost $50,000.00 per year not to exceed $250,000.00. Ollie Johnson, Human Relations Department, talked about the MBE/WBE goals.

Authorizing a First Amendment to The Paradies Shops, Inc., news, gift and specialty retail concessions agreement at the Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that the ordinance was an additional contract that would allow for a reduction in the concessions agreement by .2 percent with Paradies, Inc. The original contract was initiated prior to 9/11. Since then concessions have dropped considerable. The past few months has seen an increase in concessions. This contract is for a one-year temporary reduction period only.

Authorizing the execution of a Professional Services Contract with Hogan & Hartson, LLP as special aviation counsel for the department and the expenditure of previously appropriated funds in an amount not to exceed $125,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that the ordinance authorized a contract with Hogan & Hartson for providing legal services needed by the Aviation Department. The firm primarily works on issues regarding federal government projects. The contract is a one-year contract with options up to a maximum of three years.

Authorizing execution of the Second Amendment to a Lease with Aero Kansas City, LLC, for reconstruction of the ramp parcel and the expenditure of previously appropriated funds in the amount of $1,500,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that the ordinance would allow the Aviation Department to reimburse Aero Kansas City for the reconstruction of a cargo ramp at the UPS Building. This also allows the way to apply for reimbursement from the federal government for the reconstruction money spent on the project.

Authorizing a $1,500,000.00 Tenant Reimbursement Agreement with Aero Kansas City, LLC for Project No. 62020197 - Air Cargo Apron Replacement at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $1,500,000.00.

Aviation Director Mark VanLoh stated that this was a companion ordinance to 051317. This ordinance allows for the removal and replacement of the apron at KCI and put in new pavement. The apron has never been replaced since the airport opened.

Reducing revenue in the amount of $5,900,000.00 in the KCI Airports Fund; estimating additional revenue in the amount of $5,900,000.00 in the Customer Facility Charges Fund; reducing an appropriation in the amount of $5,900,000.00 in the KCI Airports Fund; and appropriating the sum of $5,900,000.00 in the Customer Facility Charges Fund.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that this ordinance would allow the department to move money from one account to another. It is a housekeeping ordinance. Money from the rental car facilities fees were placed in a wrong account. This money would be transferred to the correct account. The money is to be used to pay for bonds voted on for the car rental facility. The facility should completed before Christmas 2006 and be operational by March 2007.

Authorizing the release of aeronautical easements on and appurtenant to the former Richards-Gebaur Airport.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mar VanLoh stated that the ordinance releases 10 easements in Cass County that are no longer needed with the closing of Richards-Gebaur Airport. This ordinance gives quit-claims to owners and their heirs.

 There will be a general discussion of current Aviation issues. Aviation Director Mark VanLoh stated that he hoped to make a report regarding KCI ground transportation before the end of November. He would look at the meeting schedule to determine when the report would be made before the committee.
