Authorizing a $175,000.00 Tenant Reimbursement Agreement with Valentine-McCormick-Ligibel, Inc., for Project No. 20020155-DT-TR - Replacement of HVAC System at Kansas City Downtown Airport and the expenditure of previously appropriated funds in the amount of $175,000.00.


AVIATION COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Russ Widmar, Aviation Director, was present to speak on behalf of this ordinance. He stated that Valentine-McCormick-Ligibel, Inc. (VML) had already leased 48,000 square feet of property at the Downtown Airport. He further stated that the current HVAC system was outdated and that VML would purchase an approved system. By this ordinance, the City would reimburse VML for expenses incurred in purchasing the system. Mr. Widmar stated that VML was subcontracting with Strickland Company and that they had met all of the MBE/WBE requirements.

Authorizing execution of an Amended and Restated Use and Lease Agreement with Atlantic Coast Airlines at Kansas City International Airport effective between June 7, 2001 and April 30, 2003.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Aviation Director, was present to testify on behalf of this ordinance. He stated that this is an airfield lease only. Mr. Widmar explained that regional jets were being substituted for larger aircraft when less space was needed. He stated that, for example, a regional substitute jet for United Airlines would look just like a United Airlines plane and use the United Airlines space. Mr. Widmar further stated that when the improvements to the airport were done in 2004, all airlines would be required to lease space from the City and not sublease from other airlines. Chair Loar asked if regional jets had to be loaded on the tarmac. Mr. Widmar answered that in most cases, the bridges raise and lower, allowing smaller jets to be accommodated.
