Estimating revenue in the amount of $410,000.00 in the Arterial Street Impact Fee Fund; appropriating it to the Plaza Development Impact District account of the Arterial Street Impact Fee Fund; and designating requisitioning authority.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department, testified on behalf of this ordinance. In June, 1999, the Kansas Transportation and Development Committee approved the use of the original plaza area study bond for the area around 47th Street and Pennsylvania. The ordinance would estimate revenue from the bond and moves it to the new Impact Benefit District for use on the project. J C Nichols/Holmeswood Authority designed the project and would like to begin construction in the fall, 2003.

FINANCE COMMITTEE recommends "ADVANCE AND DO PASS"
Smokey Dyer, Director of Fire Department, testified on behalf of this ordinance. This ordinance pertains to a grant from the Department of Health and Human Services for the purpose of Metropolitan Medical Response System (MMRS). The Fire Department has been working on this grant since 1997. The Fire Department serves as the administrator for the grant. The funds will be used in multiple departments throughout the city. The departments include: 1. Police 2. Fire 3. MAST and other departments in the city. This ordinance would bring the grant funds into the revenue stream and then appropriate the funds.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1077 and 2-1078, and enacting in lieu thereof new sections of like numbers, relating to the same general subject matter which incorporates changes to the classification system; and providing for an April 20, 2003, effective date.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS"
Gary O'Bannon, Deputy Director of the Human Resources Department, testified on behalf of this ordinance. This ordinance would provide for the general maintenance and upkeep of the classification and compensation system. This ordinances provides two new classifications for City Planning and Development (Relocation positions). The other position is in Public Works (City Surveyor). This ordinance would also raise the minimum hiring rate for the position of Construction Code Inspector I and II classification for recruitment purposes to enhance the recruitment pool for minority and female candidates.

Reducing appropriations in the amount of $1,942,825.00 in the Fire Sales Tax Fund; appropriating it to various accounts in the Fire Sales Tax Fund; designating requisitioning authority; and recognizing an emergency.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Smokey Dyer, Chief for the Fire Department, testified on behalf of this ordinance. This ordinance is in use of the half cent fire sales tax. In the ordinance (fire sales tax), $597,825 would be used for capital improvement upgrades. The locker room money will also be used towards the improvements in several stations which include Stations 28, 43 and 45. All three stations will be remodeled and locker rooms will be built. Also this ordinance will allow the Fire Department to purchase new thermo imaging cameras and an oxygen supply system.

Reducing the appropriation in the TIF/ STIF reserve account of the General Fund by $4,000.00 and appropriating it to the Uptown STIF Fund; reducing appropriations in TIF/STIF accounts, and reallocating funds to the various other TIF/STIF accounts; reducing the appropriation in the TIF/ STIF reserve account of the Public Safety Sales Tax Fund by $223,183.00 and appropriating it to the Special Allocation Fund, and various Super-TIF funds; reducing estimated County PILOTs revenue by $300,000.00 and re-estimating it to the City PILOTs account; appropriating $151,096.00 from the unappropriated fund balance of the Union Hill STIF Fund and appropriating it to the Union Hill STIF Fund; reducing appropriations by $2,088,201.00 in the Special Allocation Fund; appropriating and reallocating funds in the amount of $2,088,201.00 to various project accounts in the Special Allocation Fund.

Joe Collins, Finance Department, testified on behalf of this ordinance. This ordinance would move appropriations from projects that have excess of appropriations to those which are in need of additional appropriations to pay certified reimbursements.

RESOLUTION - Authorizing the development of financing providing for the issuance of one or more series of revenue bonds in an approximate principal amount not to exceed $62,000,000.00; authorizing certain other actions pursuant thereto; and declaring the City┬┤s intent to provide, if necessary to market the bonds, its annual appropriation pledge as credit enhancement for such bonds issued for the construction of public parking garages for the Performing Arts District.


FINANCE COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Robert Langenkamp, Deputy Director of the City Planning & Development Department, testified on behalf of this resolution. This resolution would authorize the development of financing of revenue bonds in the amount of $62,000,000 for the financing and construction of a public parking garage in the Performing Arts District. This resolution also declares the city's intent to provide an annual appropriation pledge behind the bonds as credit enhancement.
