Paul Berardi, Fire Chief requested authorization for the City Manager to execute the Collective Bargaining Agreement (CBA) with Local 3808, IAFF for the term of May 1, 2015 – April 30, 2020.

Authorizing the acceptance of a grant from and a contract with the U.S. Equal Employment Opportunity Commission for the purpose of investigating discrimination complaints in employment; estimating revenue in the amount of $51,800.00 in the Neighborhoods Grants Fund; appropriating that amount to the 16 EEOC Grant account; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Declaring certain real property generally located 1701 Prospect Avenue, Kansas City, Missouri 64127, surplus to the City's needs; and authorizing the Director of General Services to offer the sale of the City’s interest in this real property in accord with City regulations, to later convey it, and execute related documents to complete the transfer of the real property; and directing the City Clerk to record this Ordinance with the Office of the Recorder of Deeds of Jackson County, Missouri.

Calling for submission to the voters of Kansas City, at an election to be held on the general municipal election date prescribed by Section 115.121.3, RSMo, of Tuesday, April 5, 2016, a question of whether to continue Kansas City's current one-percent earnings tax for five years; directing the City Clerk to provide notice of the election; and recognizing an accelerated effective date.

Randall Landes, Director, Finance provided a brief history of the Earnings and Profits Tax. Mr. Landes advised the Committee there are multiple bills being filed at the State level to modify or eliminate the earnings tax. He went on to advise the Committee the Earnings Tax is up for renewal as required by law. A copy of the presentation is on file in the City Clerk's Office.

Estimating and appropriating $634,470.00 in the Series 2015B Bond Fund for the implementation of the Performance Budgeting software; authorizing the Manager of Procurement Services to execute an agreement with CGI Technologies and Solutions Inc. for the implementation of the Performance Budgeting software; authorizing the Director of Finance to expend $634,470.00 to satisfy the cost of the Performance Budgeting software; authorizing the Director of Finance to close project accounts upon completion of the projects; declaring intent to reimburse the City from bond proceeds; and recognizing this ordinance as having an accelerated effective date.

Scott Huizenga, Finance testified that the City is replacing its Budget Management System, which has been in place since 1998. The current system is no longer supported by the vendor. Full implementation of a system is projected to take eight months (February 2016 - October 2016), and includes implementation and training for users. The projected timeline accounts for full implementation for the FY 2017-18 Budget planning process. This ordinance includes funding for implementation, training, contingency, and project management

Authorizing the City Manager to execute a Loan Termination and Capital Investment Agreement with the National Association of Basketball Coaches Foundation, Inc. for the purposes of terminating a loan obligation payable to City and approving a capital improvements plan for investments at the College Basketball Experience.

 1. Staff from the City Auditor’s Office present a Performance Audit: Enterprise Fund Financial Condition Indicators.
 
 Doug Jones, City Auditor conducted a presentation titled Enterprise Fund Financial Condition Indicators. Mr. Jones reviewed the Audit objectives, provided some background and discussed the evaluation criteria. Mr. Jones went on to review the recommendation made to the Finance Department. A copy of the presentation is on file in the City Clerk's Office.
 
 2. Staff from the Finance Department will give a report on Credit and Debt.
 
 Tammy Queen, Finance Department provided a debt and credit overview, how that debt is managed, the strategy for managing debt, the debt position, credit ratings, and the debt issuance process. A copy of the presentation is on file in the City Clerk's Office.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
