Authorizing a $7,934,616.00 contract with Garney Companies, Inc., for Project No. 2002174B - Cargo Glycol Collection System at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $8,752,423.60.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh testified that this ordinance was approving a federal project that allows the city to be reimbursed for costs. The project entails the collection and storage of deicing materials used on planes and runways at the airport. Councilman Bill Skaggs wanted to know what was done with the materials collected. Mr. VanLoh stated that the condition of the fluids determined what would happen to the materials collected. If the materials were not too contaminated they could be recycled and used for automobile deicers. If they were too diluted then they would be placed in the lake.

Authorizing a $10,966,868.36 contract with Loch Sand and Construction Company for Project No. 62050299 – Taxiways L&M Rehabilitation at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $12,093,408.20

Aviation Director Mark VanLoh stated that this ordinance allowed for rehabilitation and construction of taxiways at the airport.

Authorizing a $1,051,454.00 Amendment No. 5 to an Agreement with HNTB Corporation for Contract No. C07 – Project No. 62050299 – Taxiways L & M at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $1,156,599.00.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that this ordinance allowed HNTB to do monitoring and field testing to the taxiways at the airport. This ordinance works in conjunction with Ordinance No. 060695. Councilman Alvin Brooks asked about a discrepancy referred to in the MBE/WBE findings and the lack of approval by the Human Relations Department. Assistant Aviation Director Phil Muncey stated that the problem with HNTB had been resolved. A typographical error had occurred in documentation. The problem was rectified and new information was forwarded to the Human Relations Department on Monday, July 3rd. Since the next day was a holiday and the compliance officer was out on the day of this meeting, July 5th, the Aviation Department felt comfortable with the passing of this ordinance. Mr. VanLoh reminded the committee that HNTB had a long standing relationship with the city and had always met or exceeded the MBE/WBE requirements.
