Authorizing the City Planning and Development Director to execute a funding agreement with the Mid-America Regional Council (MARC) in an amount not to exceed $20,000.00 as matching funds to leverage a $94,500.00 grant that will create a Transportation Plan that will support staff in the effort to update the Comprehensive Plan for Kansas City, Missouri.

Robert Evans, City Planning, provided a presentation to this ordinance. This will allow WSP USA Inc to support City staff in ensuring that the transportation section of the comprehensive plan will be completed. This contract began December 1st 2020 and will continue to November 30th 2021 unless a contract extension is deemed necessary by staff and approved by the Manager of Procurement Services with an amendment. Approval of an Amended and Restated Performance Deed of Trust for the former Crispus Attucks School located in the southeast corner of the intersection of E. 18th Street and Woodland Avenue extending the period of redevelopment.

Amelia McIntyre, Law Department, spoke to this ordinance. This ordinance will extend the deadline for renovation to July 1, 2023. This will allow the developer, who acquired the surplus property, to continue to pursue redevelopment to enhance the value to the 18th and Vine Historic District and the community. This property’s renovation design was submitted and approved by the National Parks Service and the Missouri Department of Revenue for historic tax credits. This structure is listed on the National Register of Historic Places and the Kansas City Register as a historic landmark. Roxsen Koch, Polsenelli Law Firm, and Allen Gray, Developer, provided a presentation to this ordinance. A digital copy of this presentation can be found in the Office of the City Clerk.

Establishing new policy limitations on the use of real property tax abatement, exemption, and redirection as an economic development tax incentive by amending Ordinance 160383 by repealing Sections 3, 4, 5, 6, 9, and 17 and enacting new Sections 3, 4, 5, 6, 9, 17, 18, and 19; establishing a timeframe for review of applications for incentives; and directing the City Manager to annually revise and publish maps related to continuously distressed census tracts; and establishing an effective date.

Robert Long, Economic Development Corporation Kansas City (EDCKC, spoke to this ordinance. This is a tax incentive plan proposed by the EDCKC. The objectives of this plan include stimulating private investment and/or exterior maintenance of single family homes in the rehabilitation, single family homes, promote neighborhood stabilization through the rehabilitation and construction of new homes and introduction of new residents, increase supply of affordable housing for low income families and assist low income homeowners to maintain affordability. The actual incentive granted will be determined by the Land Clearance for Redevelopment Authority (LCRA) following the conclusion of financial analysis and negotiation with taxing jurisdictions. A blight study can be found in the Office of the City Clerk.

Declaring certain real property generally located in the Union Station Addition of Kansas City, Missouri; authorizing the Director of General Services to enter into a Cooperative Agreement with the Planned Industrial Expansion Authority of Kansas City, Missouri, for the conveyance of the real property; and authorizing the Director of General Services to execute such deeds and other documents as may be necessary for the conveyance.
