Authorizing the Director of Aviation to execute a 30 year Lease Agreement with KCI Car Care Center at the Kansas City International Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Mark Van Loh, testified regarding the gas station at KCI Airport, Car Care Center. The owner will do improvements increase the size of the station adding store items and improvements to the car repair portion of the station. This will be a benefit to travelers and the City. Mr. Skaggs expressed concern regarding the higher prices for gasoline at the station. Mr. Van Loh stated that he had not observed any price difference for the KCI station and the surrounding gas station. Mr. Skaggs said that he hoped that the City would not allow its visitors to be treated unfairly.

Authorizing a Third Amendment to the Lease with Executive Beechcraft, Inc. at the Kansas City International Airport adding additional space.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mark Van Loh, stated that the ordinance was for an amendment to the lease for Executive Beechcraft for rental increase. The lease agreement had not been reviewed for quite sometime and it was much lower than most of the lease agreement for similar city facilities.

Authorizing a $13,531,000.00 Contract with McCown Gordon Construction L.L.C., for Project No. 62040259 – In-Line Baggage Screening System at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $14,884,100.00.


AVIATION COMMITTEE recommends "HOLD ON AGENDA (4/11/2007)"
Dorothy Harris, Law Department, Mark Van Loh, Aviation Department and Stan Van Meter, G &T conveyor, all testified regarding the awarding of a contract to a company the engaged in a bid shopping. Van Loh stated that this was a low bid award not based on status.Phil Monsse, stated that he believes that the proper procedure was upheld. The one change was that they requested that the contractor supply the name (one name) of the subcontractor they intented to use. It was not clear how they decided which contractor to use between the two and it is not the responsibility of the City to mentor that process.
