Authorizing a $699,981.00 agreement with Burns & McDonnell for Project No. S63 - Richards-Gebaur Master Plan Study at Richards-Gebaur Memorial Airport and appropriating funds in the amount of $789,981.00.


AVIATION COMMITTEE recommends "DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance request authorization to execute an agreement and conduct a master plan study of the Richards Gebaur Airport. The key elements for the study will consist of: 1. The creation of an FAA improved airport layout plan showing the recommended runway location. 2. A surrounding area land use plan. 3. An economic and financial analysis. 4. A public information and involvement program. 5. A real estate marketing plan. The master plan should be completed within twelve (12) to eighteen (18) months. The environmental study should take six (6) weeks. There will be no federal participation for this study. Councilman Jim Rowland is concerned with the cost of the study. "I'm not sure that we should be spending that amount of money on a study of a new airport when the city does not know if that's what's going to take place." Mr. Widmar recommended to do a complete study rather than partial. "The study is not only for the Aviation Departments benefit but also for the FAA. At the end of this study the Aviation Department should know everything there is to know about what could and will be done with the airport."

Authorizing a $348,350.00 agreement with Coffman Associates, Inc., for Project No. K72 - Master Plan at Kansas City Downtown Airport and the expenditure of previously appropriated funds in the amount of $385,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would authorize an executive agreement to conduct a master plan at the Downtown Airport. The existing master plan is sixteen years old. The master plan should be updated at least every five years. This plan will show the runway lengths, include a financial plan and a survey of aircraft owners and frequent users. All these will be used to help Aviation determine the runway requirements. This study should take at least eighteen months to complete. The MBE\WBE targets have been met. The Aviation set a target of 21%. Aviation went beyond that target and received 26% participation.

Authorizing the Director of Aviation to accept grants and execute grant agreements to aid in the development of Kansas City airports under the Airport Improvement Act of 1992, As Amended and declaring an emergency.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would give the Director of Aviation the authority to accept and or execute grants that are offered by the Federal Aviation Administration (FAA) under the Airport Improvement Act of 1992. In order to for the director to accept the offer of $231,000.00 for the downtown airport, it has to be done by Friday, September 10, 1999.
