Reducing the Contingent Appropriation of the General Fund by $150,000.00; transferring it from the General Fund to the Legal Expense Fund; and appropriating it to the General Liability Claims account of the Legal Expense Fund.


FINANCE COMMITTEE recommends "DO PASS"
Galen Beauford, City Attorney, testified on behalf of this ordinance. This ordinance would add $150,000 into the Law Department's legal expense account. The money will be used for the city vehicle accidents account. The amount needed for this account is less than prior years because the number of take home vehicles has dropped.

Amending Chapter 2, Code of Ordinances, by repealing Section 2-1198 and enacting in lieu thereof one new section of like number and subject matter which allows the City Manager to authorize hiring incentive retirees on a contract basis.

  There will be discussion of the process to be used to recruit and hire a City Clerk. Staff from the City Auditor's Office will present a scope statement on the Animal Control Audit. Staff from the City Auditor's Office will present a scope statement on Kansas City, Missouri Police Department: "Blackout and Patrol Deployment Follow-Up Audit." Staff from the City Auditor's Office will present a "Review of the Submitted Budget for Fiscal Year 2004."
 
  The following item has been added to the agenda:
 
  Staff from the Finance Department will present the "Comprehensive Annual Financial Report (CAFR) and A-133 Audit Report for the fiscal year ending April 30, 2002."
 
  There will be a closed session regarding a Legal Matter pursuant to Section 610.021(1) RSMo.

RESOLUTION - Expressing the Council interest in issuing revenue bonds in an amount not to exceed $40,000,000.00 for the purpose of constructing a facility and purchasing equipment for use by AmerisourceBergen Corporation, and using the facility as an office and distribution center to be located at N.W. 112th Street and North Congress; and directing the City Manager to work with the Economic Development Corporation to negotiate a plan to accomplish the project.
