Authorizing the Director of the Convention and Entertainment Facilities Department to enter into a two year agreement with Ticketmaster, LLC, to provide ticketing services to the clients of the Kansas City Convention and Entertainment Facilities Department with the option to renew for three (3) additional one-year periods without City Council approval.

Oscar McGaskey, Director, Conventions and Entertainment testified that the current contract with Tickemaster expires May 31, 2016. This ordinance would authorize a new two (2) year agreement with option to renew for three (3) additional one (1) year periods with Ticketmaster LLC. Venues will include the Convention Center, Municipal Arena, Music Hall and American Royal Center. Ticketmaster will offer tickets for sale via internet, telephone, mobile device, VIP packages, presales and other means of distribution. Patrons purchasing tickets through Ticketmaster will be charged a service fee.

 1. Staff from the Finance Department will make a presentation on proposed earnings tax regulations.
 
 Mari Ruck, Finance Department, gave a presentation on the proposed regulations that the City has drafted concerning the earnings tax. She briefly discussed earnings tax regulations, who benefits from earnings tax regulations, and the impact of the Wynne Decision on earnings tax regulations. A copy of the presentation is on file in the City Clerk's Office.
 
 2. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
