Approving the Oak Park PIEA General Development Plan on 21 adjoining Jackson County tax parcels and the intervening alleyway, an approximately 3.54 acre area generally encompassing the area south of East 38th Street, east of Prospect Avenue, west of Montgall Avenue, to an area roughly 388.22 feet south of the south line of E. 38th Street in the Oak Park neighborhood; declaring such area to be blighted and insanitary and in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Law, Sections 100.300-100.620, RSMo; and authorizing tax abatement.

Olofu Agbaji, City Planning, provided a presentation to this ordinance. This plan will allow for a 35-unit multi-family development within 5 buildings. This is a companion item to two other cases. The first being an amendment, the second a rezoning and the third being an approval of a PIEA general development plan that provides incentives and allows the proposed use to be established at the location. The project site is made up of 22 parcels with 10 existing structures. The existing structures are to be demolished to allow for this development. Establishing new policy limitations on the use of real property tax abatement, exemption, and redirection as an economic development tax incentive by amending Ordinance 160383 by repealing Sections 3, 4, 5, 6, 9, and 17 and enacting new Sections 3, 4, 5, 6, 9, 17, 18, and 19; establishing a timeframe for review of applications for incentives; and directing the City Manager to annually revise and publish maps related to continuously distressed census tracts; and establishing an effective date.
