RESOLUTION - Approving the Kansas City International Airport Terminal Improvement 1% for Art Program and authorizing the Director of Aviation to proceed with implementation.


AVIATION COMMITTEE recommends "IMMEDIATE ADOPTION"
Russ Widmar, Director of Aviation, gave background information on the art program. He then introduced Blair Sands, who would talk about the artist selction process. Blair Sands, Public Art Administrator for the City of Kansas City, Missouri, described the process of selecting artists for a project to be located at KCI. Councilwoman Teresa Loar asked about a fountain to be located at KCI.

Authorizing a $25,000.00 Amendment No. 1 to Project No. C000030 - Air Service Development Consulting Services with Campbell Hill Aviation Group at Kansas City International Airport for a total contract amount of $75,000.00 and authorizing expenditures in the amount of $75,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Director of Aviation, talked about the purpose of this ordinance. He stated that the amendment was to focus on identifying deficiencies in existing air cargo environments at KCI and adult marketing plans and strategies. He also added that services would be consistent as with the current contract.

Authorizing execution of Amendment No. 2 to the Lease and Agreement with Calvary Bible College to remove Buildings 406, 411, 414, 420, 421, 422, 424, 425, 431 and 523 at Richards-Gebaur Memorial Airport.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Director of Aviation, discussed the problems with the older buildings located at the Richards-Gebaur facility. Several of the buildings listed contain asbestos and need to be demolished. He also talked about a lease-hold agreement with Calvary Bible College.

Authorizing an Off-Airport Parking Permit Agreement with Airport America U.S.A., Inc., d/b/a The Parking Spot at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Director of Aviation, stated that an error in the wording on the fact sheet for this ordinance would be corrected, the ordinance allowed for off-airport parking operations, not a rental car operation. A new fact sheet was provided. He stated that the ordinance would provide for shuttle buses to be brought into the airport.

Authorizing an On-Airport Rent-A-Car Concession and Ground Lease Agreement with DFC Enterprises, Inc., d/b/a Ace Rental Car, Inc.,. at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Director of Aviation, talked about a rental car operation and lease agreement with DFC Enterprises, Inc. Councilmember Evert Asjes wanted to know if problems concerning the Hancock Amendment and CFC (Customer Facility Charge) had been resolved. Mr. Widmar stated that the issues with the state had been worked out by the staff and legal counsel.

Authorizing a five-year Amended and Restated Use and Lease Agreement with Air Midwest Airlines, Inc., at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar, Director of Aviation, summarized the operation of Air Midwest at KCI. He also stated that the airline had requested that they be changed from commuter carrier to signatory status. Some benefits for the air carrier would be reduced rental rates and improvement in security, while the city would lose money on reduced rental space.
