Authorizing the Director of General Services to execute a one-year lease agreement with four one-year renewals with the Kansas City Community Gardens, Inc., for the purpose of a community garden and related activities at the Municipal Farm located at 8100 Ozark Road in Kansas City, Jackson County, Missouri.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Vanessa Williams, Real Estate Manger, General Services, testified that this ordinance would authorize a lease agreement with Kansas City, City Community Gardens, Inc. to expand the garden activities at the Municipal Farm, located at 8100 Ozark Road, in Kansas City, Jackson County, Missouri. The lease has four one-year renewals. The Kansas City Community Gardens, Inc. has been a tenant at this location since 2011. The lease payments are $120.00 annually. The General Services Department is the controlling department of this location has approved of this lease agreement and terms of the agreement.

Authorizing the Director of General Services Department to execute a $500,000.00 Management Agreement and Lease with the American Jazz Museum for management and operations of the 18th and Vine Project; and authorizing the Director to extend and amend the Agreement and Lease without additional council authorization.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Lee Hinkle, Deputy Director of General Services, testified that this ordinance would authorize the Director of General Services to enter into a Management Agreement between the City and the American Jazz Museum, for the period from May 1, 2016 to April 30, 2017. This ordinance would allow for continued management and operations of the 18th and Vine Street District in Kansas City, Missouri. An amount of $500,000.00 will support staffing and programs for the American Jazz Museum, Gem Theater and 18th and Vine Cultural Complex.

Authorizing the Director of Finance to enter into a contract with BKD, LLP, to perform the annual independent audit of the City’s books and records for the fiscal year ending April 30, 2016, and other audit services, and to perform audit and tax services for various component units; authorizing expenditures of $621,500.00; and authorizing two one-year renewals for FY17 and FY18 without further Council approval, subject to annual appropriation.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Eric Clevenger, City Controller for the Finance Department, testified that this ordinance would authorize a contract with BKD, LLC, for an annual independent audit of the City's financial books and records for the fiscal year ending April 30, 2016, in accordance with generally accepted auditing standards and to perform other audit related services. This is the third year of a contract with BKD, LLP, pursuant to provisions in the request for proposal (RFP) for audit services released in 2013 with option to renew up to four (4) more years.

Approving and designating Redevelopment Project 1 of the Revised Commerce Tower Village Tax Increment Financing Plan as a Redevelopment Project; adopting tax increment financing therefor; recognizing this ordinance as having an accelerated effective date; and directing the City Clerk to transmit copies of this ordinance.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Heather Brown, TIF Commission, testified that this ordinance would approve a TIF for a Redevelopment Project Area 1 of the Revised Commerce Tower Village Tax Increment Financing Plan. The development contemplated by the Plan includes the historic rehabilitation of the 31-story Commerce Tower building located at 911 Main Street, and the adjacent parking garage located at 921 Main Street, and such development shall include approximately 90,000 sq. ft. of commercial/retail uses, including an early childhood learning center, a private elementary school and a graduate school, approximately 342 market-rate apartments on floors 7-30, an indoor dog park and outdoor greenspace, along with all necessary infrastructure and public improvements (the “Project Improvements”).
