Approving the use of a portion of the City of Kansas City, Missouri's allocation of Qualified Energy Conservation Bonds to provide financing for energy efficient improvements to the Plaza Corporate Center located at 800 W. 47th Street, Kansas City, Missouri 64112 and directing certain notifications concerning the project.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Dennis Murphy, Chief Environmental Officer for the City of Kansas City, testified that the Ordinance would approve and allocate a portion of energy bonds to support a PACE loan for improvements to make the Plaza Corporate Center more energy efficient.

Authorizing the City Manager to execute a Loan Termination and Capital Investment Agreement with the National Association of Basketball Coaches Foundation, Inc. for the purposes of terminating a loan obligation payable to City and approving a capital improvements plan for investments at the College Basketball Experience.


FINANCE AND GOVERNANCE COMMITTEE recommends "HOLD ON AGENDA (2/17/2016)"
 
 1. Staff from the City Auditor’s Office will present a Scope Statement: Employee Ethics Survey.
 
 Doug Jones, City Auditor, testified on the scope and purpose of the audit. The notifications to employees will be sent out on Feb. 1, 2016 and the results will be presented in April 2016. A copy of the presentation is on file in the City Clerk's office.
 
 2. Staff from the City Manager's office will present information regarding The Chartered Institute for Public Finance and Accountancy/Government Finance Officers Association (CIPFA/GFOA) Financial Management model self-assessment tool.
 
 Eric Bosch, testified as to the components and participants in the assessment, the information collected, and the findings of the assessment. A copy of the presentation is on file in the City Clerk's Office.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
