180750 Amending Chapter 2, Code of Ordinances, by repealing Section 2-1950, and enacting in lieu thereof a new section of like number and subject matter relating to the City’s investment policy.

180775 Amending Chapter 2, Division 8, of the Code of Ordinances entitled “Healthcare System,” consisting of Sections 2-1390 through 2-1393 by repealing and replacing it with a new Division 8, entitled “Healthcare Association” for the purpose of moving the City’s health insurance decisions from the Healthcare System Board of Trustees to a new Healthcare Association; authorizing the City Manager to file all necessary paperwork with the State of Missouri to effectuate the creation of the association; authorizing the City Manager to create and join a new multi-employer association for the purchase and management of employee health and related insurances; and establishing an effective date.

ADDITIONAL BUSINESS
 1. Finance staff will present the monthly financial report for the period ending July 31, 2018 and the FY 2018-19 1st Quarter Budget Analysis.
 2. Staff from the City Auditor’s Office will present a Scope Statement: Water Meter Accuracy.
 3. Staff from the City Auditor’s Office and General Services Department will present an ARTS report for the General Services' Payment Process Should Better Protect Public Resources audit.
 4. Staff from the Finance Department will present the Submitted 2019-2024 Five-Year Financial Plan.
 5. There may be a general discussion regarding current Finance and Governance Committee issues.
 6. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss:
(1) legal matters, litigation, or privileged communications with attorneys, pursuant to
subsection 1;
(2) real estate, pursuant to subsection 2;
(3) personnel, pursuant to subsection 3 and 13; and/or
(4) sealed bids or proposals, pursuant to subsection 12.
(5) confidential or privileged communications with auditors, pursuant to subsection 17.
(6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification
Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
