200382 Estimating revenue and appropriating $1,428,571.00 in the Police Grants Fund for the Operation Relentless Pursuit Grant; and designating requisitioning authority.
200383 Authorizing the Director of Finance to accept a proposal of Banc of America Public Capital Corp (“BAPCC”) to finance the acquisition of a Data Storage System (“Project”); authorizing the execution of any and all documents and agreements necessary for the financing; estimating revenue and appropriating $1,785,000.00 in the 3230 Fund; designating requisitioning authorities; approving Lease Counsel in connection with the transaction; authorizing the Director of Finance to close project accounts; and declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures.
200390 (Sub.)Amending Chapter 70, Code of Ordinances, by repealing Section 70-73, Obedience to police and fire department officers, and enacting in lieu thereof a new section of like number and subject matter, to include a definition of the term lawful order or direction.
200399 (Sub.)Repealing Ordinance No. 200228 and 200379 and enacting in lieu thereof the following Ordinance that directs the City Manager to implement certain cost containment measures to include a hiring freeze and suspension of other discretionary expenditures including travel; directs the City Manager to refrain from executing or extending any limited term contracts, professional services contracts, non-municipal contracts, and sole source contract waivers, except as authorized by Council, in separate ordinances or contracts that are related to public health and public safety expenditures that are necessitated by the City’s response to the Coronavirus disease 2019 (COVID-19) exclusive to expenses reimbursable under the CARES Act; approves limited term contracts for the Offices of the Mayor and Council; and establishes an expiration date of August 15, 2020 for the directives.

 1. Staff from the City Auditor’s Office will present a Performance Audit: Law Department Database Improvements Can Assist Risk Management Program.
 2. Staff from the City Auditor’s Office will present a Performance Audit: Incorporating More Recommended Practices Will Strengthen City’s Emergency Management Program.

200392 Authorizing execution of a contract with the Economic Development Corporation of Kansas City, Missouri, in an amount not to exceed $3,452,500 for the purpose of providing funds for certain development and redevelopment activities;
200394 Estimating revenue in the amount of $100,000.00 in the City Property and Acquisition Fund; appropriating $293,500.00 to the City Property and Acquisition Fund; authorizing the purchase of property at 1111 W. 29th Street and 2901 Holly Street, Kansas City, Missouri; and recognizing this ordinance as having an accelerated effective date.
200395 Amending Chapter 10, Code of Ordinances, by repealing Section 10-212, Distance from churches and schools, and enacting in lieu thereof a new section of like number and subject matter to include the Uptown District within the list of entertainment districts contained within 10-212(d).
200396 RESOLUTION - Calling for Congress to enact and fund a national water affordability program, modeled on the LIHEAP program for home heating assistance for low income families; and to adopt implementing legislation which includes tax credits, grants or other assistance for cities, multi-unit properties and individual homeowners to install water efficiency devices, and make plumbing system retrofits and water and sanitary sewer line repairs to abate water loss and issues related to sewer inflow and infiltration on both public and private water lines. 
200398 RESOLUTION - Directing the City Manager to work with the Health Department, the Department of Convention and Entertainment Facilities, Visit KC, and other regional stakeholders to provide a structured framework for health, sanitation, and other best practices for reopening the hospitality, entertainment, and convention sectors; and directing the City Manager to provide his recommendations to City Council by June 11, 2020.

200191 RESOLUTION - Approving an update to the Hickman Mills Area Plan as a guide for the future development and redevelopment and public investment within the area generally bounded by E. 87th Street on the north, Highway 71/I-49 on the west, the Grandview city limits on the south, and Raytown Road on the east; and repealing and replacing the Hickman Mills Area Plan approved in 2007. (Case No. CD-CPC-2019-00226)
200239 Appropriating $763,810.00 from the Unappropriated Balance of the Health Levy Fund; authorizing the City Manager to execute agreements under $100,000.00 with organizations which provide evidence-based programs; requiring that certain agreements with organizations which are over $100,000.00 be subject to Council approval; and recognizing this ordinance as having an accelerated effective date.
200240 Reducing an appropriation in the amount of $1,519,466.00 in the Health Levy Fund; appropriating that amount to the evidence based crime prevention program account; and recognizing this ordinance as having an accelerated effective date.
200353 Approving the Third Amendment to the Linwood Shopping Center Tax Increment Financing Plan; and directing the City Clerk to transmit copies of this ordinance.

200393 Authorizing the Director of Public Works to enter into a construction contract with Superior Bowen Asphalt Company in the amount of $2,272,175.25 for the Rehabilitation of View High Drive from I-470 Highway to East 109th Street; and authorizing contract changes up to and including twenty percent (20%) of the original contract price without further Council approval.
