Excused: Councilmember Jolly 1. New Market Tax Credits – Carrie Vanderford, Development Finance Division, introduced Bill Dana and Joe Tutera of Central Bank and Paul O’Hanlon of Kutak Rock Law Firm, all of whom partnered with and assisted the City in their application for New Market Tax Credits, which eventually resulted in a $50 million award in tax credits to be used for business investment in distressed census tracts. Ms. Vanderford gave a presentation on what the award means and the impact it will have on the city. Following the presentation, the group answered the Council’s questions about the tax credits. Mayor Funkhouser requested a follow up presentation that would include a map of the qualifying census tracts. 2. Fountain of Health Wellness Program – Gary O’Bannon, Director of Human Resources introduced Christine Ferguson, Wellness Coordinator, and Jack Baskell, . They provided handouts and gave a presentation on the City’s employee wellness program, which has been nationally recognized. They discussed the merits of the wellness program and their efforts to improve the overall health and wellness of city employees. Following the presentation, they answered the Council’s questions about the program. 3. Financing the Future Ananysis - the Financial Condition of Kansas City, Missouri – Councilmember Circo introduced Wanda Gunter, Acting Director of Finance, who provided handouts and gave a presentation on the City’s current financial condition. Following the presentation the Council asked questions about the residential growth and population decline. Ms. Gunter said that she would check the information on population. Mayor Funkhouser said there were more questions but due to a lack of time, the Council would like to continue the discussion at a later time. 4. Items on Today’s Docket or for Floor Introduction – Mayor Funkhouser said that he would be voting for the Andrews McMeel TIF ordinance on the docket because it met the criteria set forth in the economic development policy.
