President Fierro opened the meeting by introducing Mr. Kevin Fewell, of the Union Cemetery Historical Society to read the Parks and Recreation Mission Statement as follows: Mission Statement: To improve the quality of life by providing recreational, leisure, and aesthetic opportunities for all citizens, and by conserving and enhancing the environment. We will accomplish this mission by providing quality programming, making the best use of existing resources, developing a supportive and influential constituency, developing effective collaborations and partnerships, and acquiring and preserving natural features. (Minutes from the Meeting of Tuesday, October 16, 2007 – Page 2) On a motion by Commissioner Stackhaus, duly seconded, the Board approved the Minutes from the Meeting of Tuesday, October 9, 2007. PUBLIC HEARING: Mr. Craig Kenton: Requested information on the time frame for the Dog Park Task Force to begin work. Asked the Commissioners if the Task Force will address Sunnyside Park. Ms. Cynthia Canady: Noted that she has observed the new playground equipment in Swope Park and suggested that the loose gravel leading up to the playground should be covered with tar. Requested an update on the proposed 17 playgrounds throughout the Parks and Recreation system that were do to be fastracked. Commissioner Stackhaus noted to the Board that Ms. Canady has been named as a member of the Jackson County Land Trust Board. The Board congratulated Ms. Canady on her appointment. Mr. Scott Murray: Asked the Board members regarding clarification about any case histories and numbers arrived at to make the decision to pass an amendment to the dog park policy. Noted he called Board members and Assistant City Attorney Geary and got no response. Board members mentioned that they have not been contacted. Commissioner Stackhaus acknowledged that she talked with Mr. Murray and did not give him the answers he may have preferred. President Fierro asked staff to meet with Mr. Murray today to answer his questions. He further noted that even though there may have been a majority of citizens wishing to have a dog park….any decision must be balanced by concern for a minority of citizens who may be negatively impacted and who live in a particular neighborhood. Commissioner Semler acknowledged that she has not been contacted by Mr. Murray. Commissioner Webster commented for the record that he also has not had any communications from Mr. Murray regarding this matter. He further stated “We (the Board) listened very carefully to the requests that came from the community on this issue. We took the unusual action by suspending a decision that we had made.” He mentioned that the Commissioners are asking the community to allow the upcoming forum to take place so that you may be heard on the dog park issue. Ms. Marte Reading: Walked her dog recently at Sunnyside Park and noted that the trash cans on the South side have been removed... The neighborhood association provides the bags for dog waste. She noted that supporters of a dog park at Sunnyside Park are frustrated and only want to be heard. “We want to be a part of the government process and I thank you for having a Public Hearing. Commissioner Webster suggested to the Board that we might want to consider placing on our Website, information regarding when and where the public meetings on the issue will take place. PRESENTATION: Mr. Brian Nowotny, Director of Platte Country Parks and Recreation, spoke to the Board regarding the partnership with Kansas City, MO Parks and Recreation. Mr. Nowotny also presented Ms. Betty Knight, Presiding Commissioner for Platte County Parks and Recreation in addition to Mr. Jim Kunce, Assistant Director. (Minutes from the Meeting of Tuesday, October 16, 2007 – Page 4) Brian Nowotny, Director of Platte County Parks and Recreation, appeared before the Board to provide a presentation on the implementation of their parks master plan and efforts in the last ten years to establish an inter-connected system of parks, trails and recreational facilities through funding from a dedicated parks sales tax and numerous collaborations and partnerships. Ms. Betty Knight, Platte County Presiding Commissioner also appeared to make remarks to the Board. PRESENTATION: Mr. Kevin Fewell of the Union Cemetery Association with the annual report on activities of the organization. The Union Cemetery Historical Society organization was created to memorialize the historical value and provide for the future preservation of Union Cemetery. The Sexton’s Cottage which is located in Union Cemetery, 227 E. 28th Terrace, is a facility established to maintain records for burial and historical significance of the cemetery. Kevin Fewell, President of the UCHS wishes to provide an annual report to the Board of Parks and Recreation Commissioners as to the current operations and future projects of UCHS. PURPOSE OF THE UNION CEMETERY HISTORICAL SOCIETY To be a civic, cultural and patriotic society to gather, record, preserve and publish statistical and biographical data on all interments at Union Cemetery. To create, record, preserve and maintain a factual chronological history of the sequential development of the Union Cemetery and encourage maintenance and preservation of tombstones and grounds. To inform people that records exist and are available to all interested persons at the office of the Union Cemetery Historical Society. To conduct walking tours of the Union Cemetery. To generally publicize the Union Cemetery’s existence as an historic treasure. To be a Society that is organized exclusively for charitable, educational, religious, or scientific purposes within the meaning of Section 501© 3 of the Internal Revenue Code. (Minutes from the Meeting of Tuesday, October 16, 2007 – Page 5) Resolution # 28152 - Approving Change Order #3 with Mega Industries for Searcy Creek Parkway. The Board approved a contract with Mega Industries, of North Kansas City, Missouri, on January 9, 2007, for the construction of Searcy Creek Parkway from I-435 to Pleasant Valley Park. The contract also included the reconstruction of Pleasant Valley Road and extension of a 30” water main. The total contract price was $8,109,672.10. Change Order #1, corrected several unforeseen field conditions, made changes requested by the Water Services Department to minimize the time the water main would be out of service, and provided modifications to limit the amount of time Pleasant Valley Road and Searcy Creek Parkway will be closed to traffic. Change Order #2 provided additional drainage improvements to eliminate groundwater encountered on Searcy Creek Parkway south of Pleasant Valley Road, and revised a storm sewer manhole and pipe to eliminate a potential erosion problem at the roundabout. Change Order #3 will install conduit and transformer pads to place existing KCPL facilities underground, remove a temporary flashing light at Searcy Creek Parkway and Pleasant Valley Road, remove unsuitable material at a cross road pipe on Shoal Creek Parkway, leave the existing concrete pavement on Pleasant Valley Road west of the I-435 overpass and overlay it with an asphalt surface course, deduct for savings on installation of storm sewer line “A”, place a sleeve in the 36” water main to minimize a road closure on Pleasant Valley Road, and provide stacked stone walls at three rest areas. The total for these requested changes is $127,454.62. The bid goals for this project were 10.96% MBE and 20.50% WBE. This change order will revise the goals to 11.0% MBE and 21.0% WBE participation. This change order will add 81 calendar days to the contract as a result of these changes.
