Councilmembers Marcason and Jolly were excused. 1. Approval of Minutes for the Business Session of August 2, 2007 The minutes were unanimously approved. 2. Housing Conditions Survey Report David Park, Assistant Director of the Neighborhood and Community Services Department introduced Dr. Eaton of the UMKC Economics Department. Dr. Bowles provided handouts and gave a presentation on the results of the Housing Conditions Survey conducted last year under a contract with the UMKC Center for Economic Information. The survey report is for eleven neighborhoods participating in the Citys Neighborhood Improvement Program. Following the presentation, Mr. Park and Dr. Eaton answered questions about the survey. 3. Discussion of Light Rail Petition Initiative Bill Geary, City Attorney updated the Council on the City Charter provisions as they relate to the initiative petition received this week by the City Clerk that would repeal the light rail plan adopted by the voters last November. Millie Crossland, City Clerk reported that the Kansas City Election Board notified her today that there were sufficient signatures but she had not yet certified the petitions. Councilman Ford outlined the four options available to the Council in dealing with the petition. Information provided at the Transportation and Infrastructure Committee Work Session earlier in the day made it apparent that the plan approved in 2006 was not feasible on several levels. Option 1 The Council could repeal the 2006 light rail plan approved by voters in 2006, which would require a supermajority of nine votes. Option 2 The Council could ignore the petition and expect the petitioners to go to court to have the issue placed on the ballot Option 3 Once the signatures are certified, the Council could vote to place the issue on the ballot. For a November election it would need to be introduced next week, heard in committee and advanced for a vote of the Council on August 23rd Option 4 Amend the wording of the petition with the permission of the petitioners Discussion ensued on the options available to the Council and possible next steps. Mayor Funkhouser said that he would introduce an ordinance next week to allow for a November election option while the Council determines how to proceed. Councilmember Ford was designated to meet with the petitioners to discuss amending the wording and the Councils course of action. 4.
