Per staff field observation, eight lots are undeveloped, four are used for surface parking for nearby apartments, one contains a playground, one contains a duplex, two contain structures converted for a three-plex and five-plex respectively, one is a former commercial structure possibly used as a residence, and the remaining 55 lots are used as single-family residences. The area is buffered from the surrounding arterial streets by commercial uses to the east fronting on Main Street and to the west fronting on Broadway. Multifamily uses generally lie along Armour Boulevard to the south, while institutional (church, school, Salvation Army) and commercial uses separate this area from Linwood Boulevard. All lots proposed for downzoning are currently zoned R-3 with the exception of three lots (3315, 3317 and 3319 Baltimore Avenue) zoned C-3a2 and a duplex lot (3434 Wyandotte Street) zoned R-5. This request was initiated by representatives of the Old Hyde Park neighborhood under the future land use policies established by the Main Street Corridor Plan and the Westport Area Plan. Those plans recommend single-family uses for the core of this area including all lots proposed of downzoning to R-1b. The duplex lot at 3434 Wyandotte Street is recommended for medium density residential uses by both plans, and is proposed for rezoning to R-2b. Staff worked with the neighborhood representatives to determine which lots should be downzoned, with the intent of minimizing the number of legal uses that would be made non- <#h|  >|@ @Text 5;g]|@h . s<tconforming. A number of structures clearly constructed for duplex or multifamily use were excluded from the downzoning. Two properties zoned PD/R-3 were also excluded. The PD district at the southwest corner or 34th Street and Wyandotte Street has been recently developed with five townhomes, and the PD district at 3409 Wyandotte Street has approval for three attached townhomes, but has not been developed. Staff did not feel the downzoning should supersede City approval of a recent development plan. Staff is aware of only two structures that would be made nonconforming by this downzoning. A converted three-plex at 3324 Baltimore Avenue, owned by the Salvation Army is proposed for R-1b zoning. The use is already non-conforming in terms of lot area. A certificate of legal non-conforming use would allow the use to continue in its present form. A five-plex at 3315 Baltimore Avenue is located on the northernmost of three adjacent lots in C-3a2 zoning (one vacant, one with a single-family house) proposed for R-1b zoning.
