When MODOT (Missouri Department of Transportation) upgraded US 71 to Interstate 29, the state constructed a half diamond with exits from northbound I-29 to NW 64th Street and from NW 64th Street to southbound I-29. The state later added full access by constructing the north ramps of the interchange thereby creating full access using a tight urban diamond interchange. NW Prairie View Road was placed immediately adjacent to the west side of the interstate right of way, functioning as a frontage road. Over time, the state signalized the east and west ramps and eventually the intersection of NW Prairie View Road and NW 64th Street. This has created a situation where there are three signalized intersections on NW 64th Street within a distance of 600 feet, and a fourth (at N Chatham Drive) approximately 750 feet to the west. NW 64th Street at N Chatham Drive carries over 40,000 cars per day and with the additional development within and to the west of the city limits, the interchange area is experiencing a significant delay in travel times in the morning and evening rush hours and on Saturday afternoons. NW 64th Street is a four lane road at the interchange with single left turn lanes at all the signalized intersections. Travelers through the corridor on average experience six minutes of delay in traversing 1500 feet. The future growth is projected to create an average delay of ten minutes. This amendment to the Major Street Plan will include a concept plan to improve the interchange to reduce the current and future traffic delay. The City has been working with the adjacent property owners and has completed a traffic study showing the <"&|  >x[ @Text 5;g]x[t   <need to relocate NW Prairie View Road away from the I-29 interchange and relocate its intersection with NW 64th Street to the existing intersection of N Chatham Drive. Specifically, NW Prairie View Road shall be an arterial street on the Kansas City, Missouri Major Street Plan from NW 72nd Street to Northwood Road. This arterial street shall be a two lane secondary arterial street from NW 72nd Street south about 4,400 feet to approximately the 6600 block where a transition to three lanes will occur and the alignment of the street will be realigned in a north-south direction to connect with the existing intersection of N Chatham Avenue and NW 64th Street. This realigned section traverses  open commercial zoning with a number of existing buildings. The arterial shall be three lanes to a point approximately 360 feet north of the existing intersection of N Chatham Avenue and NW 64th Street where the road will be two through lanes in each direction with a median and center turn lanes south to its intersection with NW 64th Street. South of NW 64th Street, existing N Chatham Avenue will become NW Prairie View Road south to NW 62nd Terrace. It will require enough right of way to construct six lanes with a median divider from NW 64th Street to a point approximately 450 feet south where the road will transition to a five lane section which shall terminate at a roundabout at the intersection of N Chatham Avenue, NW 62nd Terrace, and NW Prairie View Road. From that roundabout, NW Prairie View Road will continue due east as a four lane arterial street to a point approximately 600 feet east of the center of the roundabout where the road shall transition to a three lane arterial. The sections north and east of the roundabout are located in Tremont Square, a CP-2 district with existing and proposed commercial buildings. Continuing roughly 400 feet east, the road shall transition to a two lane arterial curving southeasterly to connect with the existing NW Prairie View Road in the 6200 block of the City of Kansas City, Missouri where NW Prairie View Road will be a two lane secondary arterial south about one-half mile to Northwood Road. The intersection of NW Prairie View Road and NW 64th Street, which is the existing intersection of N Chatham Avenue and NW 64th Street, shall contain enough right of way to construct up to six lanes on the north approach and eight lanes on the south approach. Also as part of this plan, NW 62nd Terrace will be relocated from its existing intersection at N Cosby Avenue approximately 250 feet south to a location opposite the first commercial entrance into Tuileries Plaza, a multi-building commercial development in <]   D[  @Text 6` ][ \<]Interstate 29/NW Prairie View Road between approximately NW 62nd Street and NW 72nd Street.< 9\  >\ @Text 7v-N]\ <its own CP-2 district. The I-29 southbound off-ramp and southbound on-ramp will be relocated to the existing location of the NW Prairie View Road/NW 64th Street intersection. The purpose and need for this plan of record is to serve as a guide for future development and a funding opportunity to implement the plan. With traffic expected to grow as development continues in this area and the City of Parkville continues to grow, this interchange improvement will reduce the expected future delay of ten minutes to under two and a half minutes. Reconstructing the existing interchange bridges will further reduce the delay at this interchange to a minute and a half. Without the adoption of this plan, development will be stalled due to traffic considerations. By working with the affected property owners, the City will promote the addition of potentially 200,000 square feet of new commercial retail development. The City will also continue to maintain the economic vitality of the existing businesses in the area by reducing lost business due to the existing traffic delays. The transportation network in the area will also be enhanced by creating an alternative east-west connection for residents to access service retail without having to travel through the I-29 interchange configuration. A public meeting was held on January 17, 2008. There were over 40 attendees. The plans were presented for review. A 30 minute formal presentation was made and questions were solicited and answered. Comment cards were collected and the results are being summarized.
