Dqr  @Text 827]qr 3 <(<=The City Council approved the Chouteau I-35 TIF Plan on April 23, 1998 by Ordinance 980426; the first amendment to Chouteau I-35 TIF plan on July 18, 2002 by Ordinance No. 020784; the second amendment to Chouteau I-35 TIF plan on January 16, 2003 by Ordinance No.030022 and the third amendent to the plan on 2nd February 2004 by Ordinance No. 040097. At it's December 8, 2004 meeting, the TIF Commission accepted the 5 year status report and is now forwarding the report to the City Council for acceptance. Plan Description: The objective of the plan is to eliminate the major development obstacles within the area including the financial hurdles associated with the drained lakebed and to promote creation of a retail center. The tax increment financing tool is used to assist in financing of the street improvements to provide better access to the residential neighborhood and the commercial site and also to assist in funding a housing program aimed at improving housing conditions and increasing home ownership within the neighborhood. The plan is divided into 4 project areas. Three of the four project areas have been completed. Project Areas 1 & 2 include the construction of 244,709 square feet of retail shopping center with a full service supermarket, a large box retailer, two smaller in-line stores and three pad sites and<(  l< < N   D rr  @Text 9&;f]  rr3 (< out parcels. Project Area 3 includes the construction of a fast food restaurant. Project Area 4 is anticipated to be a retail, office or possible hotel space. There is no set schedule for this project. With regards to the public improvements, improvements to Chouteau Trafficway have been completed up to the end of the shopping center. It is anticipated that future improvements to Chouteau Trafficway from the end of the shopping center to Highway 210 along with improvements to Winn Road will be completed by 2009. The TIF Commission has entered into redevelopment agreements with the Department of Parks and Recreation for the Chouteau Trafficway improvement and with the Department of Public Works for the Winn Road improvement. Further, a million dollars was set aside for a housing program with the aim to facilitate grants and/or loans to the residential property owners within the two neighborhoods for housing rehabilitation, repairs and improvements. Chouteau Housing program has been a huge success and the million dollars in TIF funds have helped leverage approximately $225,000 in private money. Approximately 231 houses have been rehabbed under the program.
