It has been developed with Palestine Gardens elderly housing residential structures, the Leon Jordan Post Office and the Palestine Senior Citizen Activity Center. The area of the proposed expansion, between Prospect Avenue and Montgall Avenue south of 34th Street, includes the 85 space parking lot for the activity center directly abutting 34th Street, two single-family residences and vacant lots along Montgall Avenue, single-family residences, a salon and a auto body shop along Prospect Avenue. The expansion area includes just over half the block south to 35th Street. The remainder of the block, outside the expansion area, includes single-family residences, vacant lots, retail and restaurant uses, and awning business and auto repair. 34th street is one-way westbound and Montgall Avenue is one-way southbound. The east half of the block is zoned R-2 and the west half is zoned C-2. Both the existing urban renewal plan area and the proposed expansion area are located within the Oak Park Urban Renewal Plan. The applicant is requesting a southerly expansion of the 33rd and Montgall Urban Renewal Plan of about 360 feet south of 34th Street to allow the construction of, and granting of tax incentives to, the proposed Palestine Commons Enhanced Senior Living Project. The existing residential and commercial structures within the expansion area will be cleared. The new building is a 3 story, 72 unit residential apartment structure located at the south edge of the existing activity center parking lot. <$|  >` @Text 5;g]`p*  <The building will be age restricted to 55 and older, and income restricted to 60% of median area income. All units will be rental apartments, with full kitchen and bathroom facilities. The  enhanced aspect of the project means that certain services such as physical therapy and limited medical assistance will be available on a menu-type basis to residents. It is also the intent that meal plans at the activity center across 34th Street will be an option for residents. The plan requests assistance from the Land Clearance for Redevelopment Authority in the form of Chapter 99 tax abatement (property taxes  frozen for 10 years) or  other forms of development assistance . Total project cost is estimated at $10,220,000, including about $8.2 million in land improvement and construction costs, about $540,000 in acquisition costs and about $1.3 million in financing and professional fees. Funding sources include over $2.2 million in conventional loans, $900,000 in a HUD Special Purpose Grant, and about $5.7 million in state and federal affordable housing tax credits. Staff supports the requested land use plan amendment as a means of expanding residential uses in the area and continuing the provision of affordable elderly housing. Blight has already been found for the expansion area under the Oak Park Urban Renewal Plan, and no new finding is required. The plan proposes rezoning of the existing parking lot and the new building to District URD. Projects in URD districts are typically required to provide all parking spaces per Section 80-444 within the URD plan itself. The City Council may approve reduced parking upon consideration of the parking study that shows similarly reduced parking demand, based on mixed uses within the plan or reliance on public transit and carpooling. In the case of elderly housing, the Board of Zoning Adjustment may approve parking at a rate of as little as one space per three units. The parking issue for this development will need to be addressed at the time of rezoning, and the developer will need to make the case as to why the slightly expanded parking lot is sufficient to serve both the new residential structure and the existing activity center. The applicant is hopeful that the use of eminent domain will not be required to assemble the various properties, although the plan does not prohibit its use. The plan does not place any properties in the acquisition category. If eminent domain is ultimately to be used, the plan must be amended to show those parcels in an acquisition category. The applicant states that some, but not all, of the property owners have been contacted.
