The school itself is a building of 59,487 square feet and associated playgrounds. The neighboring property to the north and east consists of undeveloped land with Missouri Highway 152 to the north and N Platte Purchase Drive to the east. Single family housing and undeveloped land lie to the south and west. Although not part of the plan area, the applicant shows that the property to the north is owned by the Young Mens Christian Association and will be developed in the future for a YMCA facility with ball fields. A sidewalk exists on both sides of NW 87th Terrace. The applicant is requesting to construct a new elementary school building south of an existing middle school building within the plan area. The existing building consists of 59,487 square feet and the new building will provide an additional 67,935 square feet of space for an eventual built total of 127,422 square feet. The new building will consist of the following elements: the initial construction of 47,210 square feet, a future administrative wing of 2,615 square feet, future multi purpose area of 8,061 square feet and a future class room wing of 10,049 square feet. The plan indicates that both buildings will be located on one platted lot. The plan also shows Tract A which is a tract for an existing detention area and Tract B will be set aside for a future detention area that will be located in front of the proposed building. Platting will be required to create these tracts. Most of the remaining property south of the proposed building is designated as a proposed soft play area. The plan shows an existing hard play area that will be covered by the north wing of the proposed building. A new hard play area will be placed along the north wall of the new building. A new parking lot will be located to the east of the proposed building which will supplement the existing parking area on the north and east sides of the existing building. This plan also proposes a parking area designed to accommodate 10 school buses to be located south of the proposed building. The plan shows a new monument sign. Although the zoning district allows the proposed monument sign, a final plan will need to be reviewed for the proposed monument sign. Sidewalks are a prominent feature of the plan. A sidewalk system is shown connecting the parking areas to both buildings. The sidewalk network is shown generally at the front and sides of the buildings but not at the rear of the buildings adjacent to the residences on NW Old Stagecoach Road. The outline of the property shown on the plan indicates three extensions of the school property linked to NW Old Stagecoach Road. One 5 foot wide trail is proposed to connect NW Old Stagecoach Road to the elementary school via the northernmost extension. Staff recommends that the 5 foot wide trail be widened according to AASHTO design standards of eight feet in width to allow pedestrian and bicycle use of the trail. Two of the extensions are not intended to be developed and will provide undeveloped access to the school property from NW Old Stagecoach Road and also provide open space. The applicant also shows the existing sidewalks along NW 87th Terrace. Although the applicant filed a plan amendment to increase the square footage of the school through the construction of a new building, the proposal is not a change of use since the existing use is a public institution and will continue to be so. The plan amendment also conforms to the intent of the area plan which shows some sort of institutional uses in the vicinity of the applicants property. The KCIA Area Plan shows Public and Semi Public uses for the applicants property. The public institutional nature of the development is also consistent with the uses proposed for the applicants property in previously approved plans.
