COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 071031

 

Adopting a Capital Improvements Rating Policy for Citywide Projects.

 

WHEREAS, the results of the August 20, 2007 Mayor and City Council Strategic Planning Session called for a planned systematic approach to infrastructure improvements and maintenance; and

 

WHEREAS, the Community Infrastructure Committee was created by Resolution No. 951551 in order to develop a long-term strategy and process for resolving the Citys capital improvement and deferred maintenance needs; and

 

WHEREAS, the Council adopted the recommendations of the Community Infrastructure Committee through Second Committee Substitute for Resolution No. 971326, as amended; which stated, The Mayor and City Council should be provided with a means to more prudently exercise its infrastructure responsibilities and reassure citizens of a systematic decision making process that provides citizens with a means of measuring accountability; and

 

WHEREAS, the Public Improvements Advisory Committee (PIAC) used a Capital Improvements Rating System from 1997 to 2004; and

 

WHEREAS, the PIAC ceased using said Rating System in 2005 due to the time commitment to assemble the ratings and due to the ratings not being used in the PIAC deliberative process; and

 

WHEREAS, the Council desires to re-establish a Capital Improvements Rating System for Citywide projects; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby directs the City Manager and the Public Improvements Advisory Committee to assign a Capital Project Rating to each capital project considered for funding as part of the citywide capital improvements budget.

 

Section 2. That the Council further directs that such ratings be included in all relevant budgeting documents including project lists, draft budgets and the adopted budget and that the ratings be one of the factors considered in all capital budget deliberations.

 

Section 3. That the ratings shall be calculated by the appropriate departmental staff, in substantially the form as the document attached as Exhibit A and dated October 17, 2007. Prior to PIAC budget deliberations, all ratings shall be reviewed and corrected for accuracy by the Capital Improvements Program Technical Committee.

 

Section 4. That the Council further directs that the rating criteria, process and calculations be reviewed annually to insure the ratings are objective and reflect Council priorities.

 

Section 5. That the Council hereby thanks the citizen volunteers and staff that participated in the development of this policy, namely Nelsie Sweeney, Forestine Beasley, Jim MacDonald, Pat Klein, and Ed Wolf, and extends its gratitude for their valuable contributions.
