Amending Chapter 14, Code of
Ordinances, by repealing Sections 14-24, Immunization required, and 14-52,
Schedule of user fees, and 14-62, Free ride home program, and enacting in lieu
thereof new sections of like number and subject matter.
WHEREAS, approximately
10 percent of the pets in Kansas City, Missouri, are currently licensed; and
WHEREAS, revenue
from the sales of licenses has not been sufficient to cover costs of operating
the animal shelter and animal health and safety operations; and
WHEREAS, the
lack of revenue has hindered the ability to provide for desired levels of care
of animals at the shelter; and
WHEREAS, the pet
license task force has made recommendations to increase the sales of pet
licenses, the first of which are incorporated in this ordinance; NOW, THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
Chapter 14, Code of Ordinances of the City of Kansas City, Missouri, is hereby
amended by repealing Sections 14-24, Immunization required, and 14-52, Schedule
of user fees, and enacting in lieu thereof new sections of like number and
subject matter, to read as follows:
Sec. 14-24. Immunization
required.
Before the director of
neighborhood and community services issues any license or tag for a dog, cat or
ferret, the owner or keeper thereof shall file with the director of
neighborhood and community services a certificate from a licensed veterinarian
showing that, the dog cat or ferret is properly immunized against rabies in
accordance with Compendium of Animal Rabies Prevention and Control issued
annually by the National Association of State Public Health Veterinarians
(NASPHV).
Sec. 14-52. Schedule of user
fees.
The schedule of
user fees authorized by this chapter is as follows:
(1) Pet
licenses:
a. One-year licensing period $10.00
b. Three-year licensing 27.00
c. Late registration fee 25.00
d. Replacement tags 5.00
e. Guard dog tags 5.00
f. Potentially dangerous dog 100.00

(2) Permits:

includes optional spay or neuter surgery performed by animal health and public
safety for the impounded animal; refusal of the spay or neuter surgery does not
reduce the fee) 100.00
c. Daily charge for an impounded spayed or neutered small animal

d. Daily charge for a small animal not spayed or neutered ($5.00
fee differential for unaltered animal will be waived if owner agrees to have
the animal spayed or neutered by animal health and public safety upon payment
of the $100.00 impound fee) 15.00
e. Daily charge for a spayed or neutered animal impounded for

f. Daily charge for an animal impounded for rabies observation
that is not spayed or neutered ($5.00 fee differential for an unaltered animal
will be waived if owner agrees to have the animal spayed or neutered by animal

health and public safety upon payment of the $100.00 impound fee) 25.00
m. Drop-off fee for an animal brought to and given over to the
custody of animal health and public safety by someone not requesting

c. Fees may be reduced during adoption specials to relieve
overcrowding at the shelter.
(6) The city manager shall have authority annually to adjust the
fees listed above to reflect an increase equal to an increase in the consumer
price index (all items/all urban consumers/Kansas City, Missouri-Kansas)
published by the United States Department of Labor, Bureau of Labor Statistics,
provided that the increases are reflective of the costs involved. If costs fall
below the fees being charged, the fees shall be reduced so that they are equal
to or less than the costs. The adjustments shall be made annually by the city
manager in conjunction with the adoption of the annual budget of the city by
filing a notice with the city clerk.
(7) All fees imposed by this section are owed the city when due
and may be recovered by the city as any other debt is recoverable.
(8) Only commercial animal removal services that are registered
with the supervisor of animal health and public safety shall be allowed to
deliver animals into the custody of animal health and public safety. The
supervisor of animal health and public safety shall charge a $100.00
administrative fee for registering an animal removal service. An animal removal
service is a person, corporation or business entity engaged in a commercial
activity that includes the removal of animals from the property of its customers.
Sec. 14-62. Free ride home
program.
Unless the pet
has bitten a person or otherwise caused harm to the public or another domestic
animal, currently licensed pets found running at large will be returned to the
owner without being impounded and free of charge if contact with the owner can
be made. Reclaim and boarding fees for licensed pets that are impounded because
the owner cannot be located will be half the normal fee charged. This free ride
home program is only good for one incident per year.
Section 2. That
until May 1, 2012, delinquent fees will not be charged for licenses for pets
that were not licensed within 60 days as required by Section 14-20 Animals.
