COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 130495

Finding that the operation of traffic signals at certain intersections is in the best interest of the City; directing the City Manager to operate traffic signals at those intersections; and calling for a comprehensive plan with regard to the City’s traffic signal infrastructure.

WHEREAS, traffic engineering studies have concluded that traffic signals at certain intersections are not necessary under the criteria established by United States Department of Transportation (USDOT); and

WHEREAS, the existing STOP sign controls at the intersections meet the criteria established by USDOT; and

WHEREAS, citizens and the Kansas City Public Schools have expressed concerns over the safety of pedestrians and motorists at the intersections; and

WHEREAS, these citizens would like to ensure the safety of pedestrians and motorists who use the intersections; and

WHEREAS, to address those concerns, the citizens have requested the return to operation of the traffic signals at these intersections; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. The Council finds that the operation of traffic signals at the following intersections is in the best interest of the City in that it will ensure the safety of motorists and pedestrians in the area:

Benton Boulevard and 27th Street,

Benton Boulevard and 35th Street,

Benton Boulevard and 39th Street,

Benton Boulevard and Walrond/Linwood Boulevard,

Cleveland Avenue and 43rd Street,

Cleveland Avenue and Linwood Boulevard,

Indiana Avenue and 35th Street,

Indiana Avenue and 39th Street,

Jackson Avenue and Linwood Boulevard,

Woodland Avenue and 18th Street,

St. John Avenue and Topping Avenue,

The Paseo and 55th Street,

The Paseo and 59th Street,

Armour Boulevard and Warwick Boulevard,

Meyer Boulevard and Oak Street,

Gregory Boulevard and Main Street, and

State Line Road and 63rd Terrace/Tomahawk Road, if negotiations with Mission Hills are successful.

Section 2. That the City Manager is hereby directed to operate traffic signals at the stated intersections.

Section 3. That the Director of Public Works shall prepare a comprehensive plan for repairing, replacing, correcting or taking such other actions as are proper with regard to the City’s traffic signal infrastructure. The plan shall include comprehensive public outreach efforts and opportunity for citizen participation.
