ORDINANCE NO. 011699

 

Amending the General Development and Land Use Plan, Kansas City International Airport, as amended, by changing the land use designation from medium density residential uses and regional business/high density residential uses to regional business/high density residential uses for approximately 94 acres generally located on the east and west sides of proposed N.W. Prairie View Road, north of N.W. Barry Road extending north to Missouri Highway 152, on the north and south sides of proposed N.W. Prairie View Road, west of the intersection of Interstate 29 and Highway 152 extending west to N. Congress Avenue, and at the southwest corner of Highway 152 and N. Congress Avenue.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the General Development and Land Use Plan, Kansas City International Airport, as amended, is hereby amended by changing the land use designation from medium density residential uses and regional business/high density residential uses to regional business/high density residential uses for approximately 94 acres generally located on the east and west sides of proposed N.W. Prairie View Road, north of N.W. Barry Road extending north to Missouri Highway 152, on the north and south sides of proposed N.W. Prairie View Road, west of the intersection of Interstate 29 and Highway 152 extending west to N. Congress Avenue, and at the southwest corner of Highway 152 and N. Congress Avenue, and more specifically described as follows:

 

A tract of land all in Section 12, Township 51 North, Range 34 West, in Kansas City, Platte County, Missouri, including all of Blocks 1 and 2 of Zona Rosa First Plat, a subdivision of land, all of Lot 1 of Barry Park, a subdivision of land, all of Lot 29 of Thistle Hill, a subdivision of land, and all of Lot 28 of Thistle Hill 2nd Addition, a subdivision of land, all said subdivisions lying in said city, county and state according to the recorded plats thereof, being more particularly described as follows:

 

Commencing at the northwest corner of Lot 29, Prairie Point Manor, a subdivision of land in said city, county and state according to the recorded plat thereof, said point also being on the west line of the Northeast Quarter of said Section 12; thence North 00E10'15" East, along said west line a distance of 791.92 feet to the northwest corner of said Thistle Hill 2nd Addition, said northwest corner also being the point of beginning of the tract of land to be described; thence continuing North 00E10'15" East along said west line a distance of 714.54 feet to the northeast corner of Lot 133, Wildberry 4th Plat, a subdivision of land in said city, county and state according to the recorded plat thereof; thence North 70E41'35" West along the north line of said Wildberry 4th Plat, a distance of 335.81 feet to the northwest corner of Lot 131 of said Wildberry 4th Plat, said point also being on the easterly line of Wildberry 3rd Plat, a subdivision of land in said city, county, and state, according to the recorded plat thereof; thence North 36E20'45" West along said easterly line a distance of 622.38 feet to a point on the south right-of-way line of Missouri Route 152; thence continuing along said south right-of-way line the following 7 calls: North 87E20'43" East, a distance of 95.62 feet; thence North 62E34'12" East, a distance of 143.18 feet; thence North 87E20'43" East, a distance of 450.00 feet; thence South 02E39'17" East,

Barry Road and said west right-of-way line of Interstate Route I-29; thence departing said west right-of-way line North 89E49'21" West along said north right-of-way line, a distance of 301.55 feet to the southeast corner of Lot 2 of said Barry Park; thence continuing North 41E46'49" East along the east line of said Lot 2, a distance of 91.17 feet; thence North 15E55'46" East continuing along said east line a distance of 59.06 feet to the northeast corner of said Lot 2; thence North 89E49'31" West along the north line of said Lot 2 and its prolongation thereof a distance of 122.97 feet; thence South 00E09'38" West, a distance of 135.01 feet to a point on the north right-of-way line of N.W. Barry Road as now established; thence along said north right-of-way line the following 5 calls: North 89E49'21" West, a distance of 50.00 feet; thence South 00E10'15" West, a distance of 10.00 feet; thence North 89E49'21" West, a distance of 150.00 feet; thence South 00E10'15" West, a distance of 10.00 feet; thence North 89E49'21" West, a distance of 529.36 feet to a point of intersection of the east right-of-way line of N.W. Winter Avenue, as now established, and said north right-of-way line of N.W. Barry Road; thence departing said north right-of-way line and along said east right-of-way line, on a curve to the right tangent to the last described course, having a radius of 25.00 feet and an arc length of 39.27 feet to a point of tangency; thence North 00E10'39" East continuing along said east right-of-way line, a distance of 184.23 feet; thence on a curve to the right continuing partially along said east right-of-way line, tangent to the last described course, having a radius of 125.00 feet and an arc length of 196.35 feet to a point of tangency; thence South 89E49'21" East along the south line of Lots 1 and 2 of said Thistle Hill, a distance of 213.92 feet to a point on the east line of said Thistle Hill; thence North 00E10'15" East along said east line, a distance of 738.61 feet to the southeast corner of Lot 29 of said Thistle Hill; thence South 63E05'22" West along the south line of said Lot 29, a distance of 154.47 feet to the southwest corner of said Lot 29; thence on a curve to the left having an initial tangent bearing of North 26E53'57" West, a radius of 175.00 feet, and an arc length of 60.00 feet to the northwest corner of said Lot 29, said corner also being a point on the north line of said Thistle Hill; thence South 43E27'26" West along said north line, a distance of 291.06 feet; thence South 85E15'36" West continuing along said north line, a distance of 238.79 feet; thence South 66E45'36" West continuing along said north line a distance of 150.61 feet to the northwest corner of Lot 16 of said Thistle Hill, said point also being on the northeasterly line of said Thistle Hill 2nd Addition; thence along the northeasterly and north lines of said Thistle Hill 2nd Addition the following 9 calls: North 19E13'57" West, a distance of 54.16 feet; thence North 38E45'42" West, a distance of 124.05 feet; thence 48E19'32" West, 458.39 feet; thence South 64E50'18" West, a distance of 138.86 feet; thence South 23E59'04" West, a distance of 90.34 feet; thence North 87E01'42" West, a distance of 110.04 feet; thence North 09E14'18" East, a distance of 30.70 feet; thence North 80E45'42" West, a distance of 50.00 feet to the northeast corner of said Lot 28; thence South 09E14'18" West on the east line of said Lot 28 a distance of 70.00 feet; thence North 80E45'42" West on the south line of said Lot 28 a distance of 127.21 feet; thence North 00E10'15" East on the west line of said Lot 28 a distance of 70.89 feet; thence North 89E49'48" West, a distance of 100.00 feet to the point of beginning. all as shown outlined on a map marked General Development and Land Use Plan, Kansas City International Airport, as amended, which is attached hereto and made a part hereof, and which is hereby adopted as a part of an amendment to the aforesaid plan and as an amendment to Section 80-206.

 

Section B. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by the Zoning Ordinance have been given and had.
