ORDINANCE NO. 980294
Authorizing
the Mayor to accept a $2,615,667.00 federal crime prevention grant; estimating
and appropriating revenue in the amount of $45,875.67; accepting a $43,000.00
contribution in matching funds from Jackson County; accepting a $201,754.00
contribution in matching funds from the Kansas City Board of Police
Commissioners; estimating revenue in the total amount of $3,040,504.90;
appropriating revenue in the amount of $3,040,505.57; designating
requisitioning authority; approving $439,900.00 cooperative agreements with
Jackson County and $1,475,000.00 cooperative agreements with the Board of
Police Commissioners for various law enforcement and crime prevention programs;
and directing the City Clerk to file the agreements.
WHEREAS,
Committee Substitute for Ordinance No. 970264 authorized the Mayor to accept a
1996 Local Law Enforcement Block Grant from the Bureau of Justice Assistance in
the amount of $2,586,958.00, and permitted the City to enter into a crime
prevention collaborative with the Jackson County Prosecutors Office and the
Kansas City Board of Police Commissioners for local law enforcement and crime
prevention initiatives; and
WHEREAS,
Resolution No. 970982 supported the application of the 1997/1998 Local Law Enforcement
Block Grant to support the City and community crime prevention efforts; NOW,
THEREFORE,
BE
IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section
1. That the Mayor is hereby authorized to accept a grant from the United
States Department of Justice, Bureau of Justice Assistance, in the amount of
$2,615,667.00 for the period from October 1, 1997 through September 30, 1999.
Section
2. That the revenue in the following account of the General Fund is hereby
estimated in the following additional amount:

3. That the sum of $247,629.00 is hereby appropriated from the Unappropriated
Fund Balance of the General Fund to the following account in the General Fund:

6. That the Director of Neighborhood and Community Services is hereby
designated as requisitioning authority for Account Nos. 98-241-057-2530,
98-241-057-2500, and 98-241-057-2700, and that the Board of Police
Commissioners is hereby designated as requisitioning authority for Account Nos.
98-241-021-2845, 98-241-021-2846, 98-241-021-2847 and 98-241-021-2848.
Section
7. That the Director of Neighborhood and Community Services is authorized to
execute on behalf of the City cooperative agreements with the Jackson County
Prosecutors Office in the amounts of $389,900.00 and $50,000.00 for the COMBAT
Program for neighborhood justice programming, landlord tenant training, drug
court programming and technological enhancements. The cooperative agreement is
approved in substantial form as that on file with the City Clerk.
Section
8. That the Director of Neighborhood and Community Services is authorized to
execute on behalf of the City cooperative agreements with the Kansas City Board
of Police Commissioners in the amounts of $1,400,000.00 and $75,000.00 for
various law support enforcement activities. The cooperative agreement is
approved in substantial form as that on file with the City Clerk.
Section
9. That the City Clerk is hereby directed to cause a copy of these cooperative
agreements to be filed in the office of the Secretary of State of Missouri and
in the office of the Recorder of Deeds for Jackson County, Missouri, pursuant
to RSMo Section 70.300 (1994).

of the appropriation to which the foregoing expenditure is to be charged, and a
cash balance, otherwise unencumbered, in the treasury, to the credit of the
