RESOLUTION NO. 010744, AS AMENDED

 

Stating the Councils intention with regard to the proposed 1/2% sales tax for light rail, should the voters approve it on August 7, 2001.

 

WHEREAS, the City is authorized to impose a sales tax, the use of which is limited to transportation purposes under Section 94.605 of the Revised Statutes of Missouri, but has not utilized this authority in the past; and

 

WHEREAS, Ordinance No. 010745 submits to the voters of Kansas City, Missouri a proposal to impose a 1/2% sales tax for the purpose of constructing, acquiring, renovating, equipping, furnishing, operating and maintaining of a light rail transit system serving Kansas City, Missouri as authorized by Section 94.605 of the Revised Statutes of Missouri; and

 

WHEREAS, the Council desires to state its intention with regard to the use of revenues realized from this tax if it is approved by the voters on August 7; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby states its intention to utilize the revenues realized from the proposed 1/2% sales tax for light rail to implement to the fullest extent possible and feasible the Community Proposal recommended by the Central Business Corridor Steering Committee, which includes light rail, streetcar and other complimentary transit improvements.

 

Section 2. That the Council further states that it fully supports the Kansas City Area Transportation Authority (KCATA) in requesting 60% of the cost for engineering and construction of the Community Proposal in federal transit funds available for such projects.

 

Section 3. If the full amount of federal funds requested is not available, the Central Business Corridor Steering Committee shall serve as an advisory body to work with the KCATA and the City concerning the planning of the Community Proposal allowing, without limitation, the purchase of right-of-way for future light rail transit routes.

 

Section 4. That the Council further states it will require, upon passage of the 1/2% sales tax that such funding include a budget of not less than $400,000.00 per year for up to five (5) years to be used for the purpose of acquiring right-of-way for transit purposes, including, without limitation, a possible future light rail transit route from the northern terminus of the route proposed in the Central Business Corridor Study to KCI Airport.

 

Section 5. That the Council further states that it fully supports efforts to gain approval in the Missouri General Assembly for funding for public transit in Kansas City and the region, and supports similar efforts in the Kansas Legislature for regional transit improvements.

 

Section 6. That the Council further pledges that it will continue to coordinate with the KCATA and Mid-America Regional Council in studies for future expansion of the initial system to enhance transit throughout the entire region, including extension in accordance with the MARC Long Range Transit Plan, Transportation 2020.
