ORDINANCE NO. 990278

 

Authorizing the Mayor to accept a $2,723,093.00 grant from the United States Department of Justice; estimating and appropriating revenue in the amount of $265,066.00; accepting a $37,500.00 contribution in matching funds from Jackson County; accepting a $120,000.00 contribution in matching funds from the Kansas City Board of Police Commissioners; estimating revenue in the total amount of $3,165,354.00; appropriating revenue in the amount of $3,165,354.00; designating requisitioning authority; approving a $375,000.00 cooperative agreement with Jackson County and a $1,200.000.00 cooperative agreement with the Board of Police Commissioners for various law enforcement and crime prevention programs; approving a $100,000.00 cooperative agreement with the Kansas City, Missouri School District for the Project S.A.I.L. program; and directing the City Clerk to file the agreements.

 

WHEREAS, Resolution No. 980890 authorized the Mayor to make application and accept a 1998 Local Law Enforcement Block Grant from the Bureau of Justice Assistance in the amount of $2,723,093.00 and permitted the City to collaborate with the Jackson County Prosecutors Office, the Kansas City Board of Police Commissioners and the Kansas City, Missouri Police Department for local law enforcement and developing crime prevention programs; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor is hereby authorized to accept a grant from the United States Department of Justice, Bureau of Justice Assistance, in the amount of $2,723,093.00. The period of the grant is from October 1, 1998 through September 30, 2000.

 

Section 2. That the revenue in the following account of the General Fund is hereby estimated in the following additional amount:

 

99-100-021-6214 Miscellaneous Income $ 120,000.00

 

Section 3. That the appropriation in the following account of the General Fund is hereby reduced by the following amount:

 

99-100-057-1100-B Strategic Planning $ 145,066.00

 

Section 4. That the sum of $265,066.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

 

99-100-012-9460-B Transfer to Local Law Enforcement Grant Fund $ 265,066.00

 


Section 5. That the revenues in the following accounts of the Local Law Enforcement Block Grant Fund are hereby estimated in the following amounts:

 

99-241-057-6000 00-Local Law Enforcement Block Grant Interest $ 139,695.00

99-241-012-9200 Transfer from the General Fund 265,066.00

99-241-057-8731 00-Local Law Enforcement Block Grant - Bureau 2,723,093.00

Of Justice Assistance 98 BJA

99-241-057-8171 00-Local Law Enforcement Block Grant - Jackson 37,500.00

Section 6. That the sum of $3,165,354.00 is hereby appropriated from the Unappropriated Fund Balance of the Local Law Enforcement Grant Fund to the following accounts in the Local Law Enforcement Grant Fund:

 

99-241-057-1100-B Strategic Planning/KCMSC/Crime Prevention $ 241,664.00

99-241-057-2340-B City Demolition 1,000,000.00

99-241-057-2810-B 00-Neighborhood Assistance Center-BJA 98 189,885.00

99-241-057-2815-B 00-Jackson County Prosecutors Office-BJA 98 375,000.00

99-241-057-2711-B 00-Regulated Industries-BJA 98 158,805.00

SUB-TOTAL $1,825,659.00

 

99-241-021-2849-E Local Law Enforcement Block Grant-BJA 98 1,200,000.00

Section 7. That the Director of Neighborhood and Community Services is hereby designated as requisitioning authority for Account Nos. 99-214-057-1100, 99-241-057-2340, 99-241-057-2810, 99-241-057-2815, and 99-241-057-2711.

 

Section 8. That the Board of Police Commissioners is hereby designated as requisitioning authority for Account No. 99-241-021-2849.

 

Section 9. That the Director of Neighborhood and Community Services is hereby authorized to execute, on behalf of the City, a Cooperative Agreement with Jackson County Prosecutors Office in the amount of $375,000.00 for the law enforcement and crime prevention programs. The Cooperative Agreement is approved, in substantial form, as that on file with the City Clerk.

 

Section 10. That the Director of Neighborhood and Community Services is authorized to execute, on behalf of the City, a Cooperative Agreement with the Kansas City Board of Police Commissioners, in the amount of $1,200,000.00 for various law enforcement support activities. The Cooperative Agreement is approved, in substantial form, as that on file with the City Clerk.

 

Section 11. That the Director of Neighborhood and Community Services is authorized to execute, on behalf of the City, a Cooperative Agreement with the Kansas City, Missouri School District, in the amount of $100,000.00 for the Project S.A.I.L. program. The Cooperative Agreement is approved, in substantial form, as that on file with the City Clerk.

Section 12. That the City Clerk is hereby directed to cause a copy of these Cooperative Agreements to be filed in the office of the Secretary of State of Missouri and in the office of the Recorder of Deeds for Jackson County, Missouri, pursuant to R.S.Mo. Section 70.300 (1994).

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
