ORDINANCE NO. 001401

 

Authorizing acceptance of a $2,228,674.00 grant from the U.S. Department of Justice; estimating revenue in the General Fund in the amount of $100,000.00; reducing appropriations in the General Fund in the amount of $114,130.00; appropriating the amount of $214,130.00 to the Local Law Enforcement Block Grant Fund; establishing Fund No. 285, 2000 Local Law Enforcement Block Grant; estimating revenues in the amount of $2,551,304.00 in the Local Law Enforcement Block Grant Fund; appropriating the amount of $2,138,663.00 to various accounts in the Local Law Enforcement Block Grant Fund; designating requisitioning authority; authorizing cooperative agreements with the Jackson County Prosecutors Office ($335,000.00) and the Board of Police Commissioners ($1,000,000.00); directing the City Clerk to file certain documents with the appropriate offices; and recognizing an emergency.

 

WHEREAS, Resolution No. 000816, authorized the City Manager to make application and the 2000 Local Law Enforcement Block Grant from the U.S. Department of Justice, Bureau of Justice Assistance in the amount of $2,228,674.00 and permitted the City to begin the collaboration with the Jackson County Prosecutors Office, the Kansas City Police Department and neighborhood and community groups to develop law enforcement and crime prevention initiatives and enhance initiatives previously funded by the U.S. Department of Justice, Local Law Enforcement Block Grants; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby authorized to accept a grant from the U.S. Department of Justice in the amount of $2,228,674.00 plus any earned interest for the period October 1, 2000 through September 30, 2002.

 

Section 2. That the revenue in the following account of the General Fund is hereby estimated in the following additional amount:

 

01-100-021-6214 Miscellaneous Service Fees (Police Dept) $ 100,000.00

 

Section 3. That the appropriations in the following accounts of the General Fund are hereby reduced in the following amounts:

 

01-100-023-2300-A Fire Prevention $ 1,159.00

01-100-054-2000-B Human Relations 7,000.00

01-100-057-1105-B NCS Grant Match Fund 105,971.00

TOTAL $ 114,130.00

 

Section 4. That the sum of $214,130.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

 

01-100-012-9460 Transfer to the Local Law Enforcement $ 214,130.00

Block Grant Fund

 

Section 5. That Fund No. 285, 2000 Local Law Enforcement Block Grant, is hereby established in the records of the City of Kansas City, Missouri.

 

Section 6. That the revenues in the following accounts of the Local Law Enforcement Block Grant Fund are hereby estimated in the following amounts:

 

01-285-012-6000 Interest on Investments $ 75,000.00

01-285-012-9200 Transfer from General Fund 214,130.00

01-285-057-8172 LLEBG Jackson County Match 33,500.00

01-285-057-8732 LLEBG 2,228,674.00

TOTAL $2,551,304.00

 

Section 7. That the sum of $2,138,663.00 is hereby appropriated from the Unappropriated Fund Balance of the Local Law Enforcement Block Grant Fund to the following accounts in the Local Law Enforcement Block Grant Fund:

 

01-285-057-2100 Crime Prevention $ 239,200.00

01-285-057-2105 Establish Security 421,897.00

01-285-057-2110 Support Law Enforcement 142,566.00

01-285-057-2115 Support Drug Court 335,000.00

01-285-021-2845 Local Law Enforcement Block Grant 1,000,000.00

TOTAL $2,138,663.00

 

Section 8. That the Director of Neighborhood and Community Services is hereby designated as requisitioning authority for Account Nos. 01-285-057-2100, 01-285-057-2105, 01-285-057-2110, and 01-285-057-2115.

 

Section 9. That the Board of Police Commissioners is hereby designated as requisitioning authority for Account No. 01-285-021-2845.

 

Section 10. That the Director of Neighborhood and Community Services is hereby authorized to execute on behalf of the City a cooperative agreement with the Jackson County Prosecutors Office in the amount of $335,000.00. The cooperative agreement is approved in substantial form as that on file with the City Clerk.

 

Section 11. That the Director of Neighborhood and Community Services is hereby authorized to execute, on behalf of the City, a cooperative agreement with the Board of Police Commissioners in the amount of $1,000,000.00. The cooperative agreement is approved in substantial form as that on file with the City Clerk.

 

Section 12. That the City Clerk is hereby directed to cause a copy of these cooperative agreements to be filed in the Office of the Secretary of State and in the Office of the Recorder of Deeds for Jackson County, Missouri, pursuant to RSMo Section 70.300 (1994).

 

Section 13. That this ordinance, being a general appropriation ordinance, is recognized as an emergency measure within the provisions of Section 15, Article II of the Charter of Kansas City, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
