ORDINANCE NO. 160833

 

Approving an updated blight finding for a defined area within the existing Key Coalition Urban Renewal Area.

 

WHEREAS, the City Council previously passed Ordinance No. 150508, whereby it approved the Key Coalition Urban Renewal Plan (the “Plan”) and determined the area therein to be blighted; and

 

WHEREAS, the Plan’s proponent is investigating residential development within an area generally bounded by E. 30th Street on the north, E. 31st street on the south, Prospect Avenue on the east, and Park Avenue on the west (the “Targeted Area”) as a means of encouraging and supporting the redevelopment of the Linwood Shopping Center; and

 

WHEREAS, on or about December 18, 2015, an updated blight study limited to the Targeted Area was presented to the Land Clearance for Redevelopment Authority of Kansas City, Missouri (the “LCRA”); and

 

WHEREAS, the updated blight study demonstrated the existence of a predominance of blighting conditions and included a determination that the Targeted Area is a “blighted area” as defined by Section 99.320(3) of the Land Clearance for Redevelopment Authority Law; and

 

WHEREAS, the LCRA reviewed the updated blight study and has recommended to the City Council that it update its determination that the Targeted Area is a blighted area; and

 

WHEREAS, the City Council has considered the updated blight study and is satisfied that the Targeted Area is a blighted area; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the updated blight study with respect to the area bounded by E. 30th Street on the north, E. 31st street on the south, Prospect Avenue on the east, and Park Avenue on the west, is hereby adopted and the area included therein is hereby again determined to be a blighted area.

 

Section 2. That the City Council affirms its findings and actions previously taken pursuant to Ordinance No. 150508.
