COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 950505

 

Reaffirming the Council's stated policy in connection with the appropriation of future gaming revenues but limiting that policy to future gaming operations other than the operation developed by Hilton and stating a policy for appropriation of gaming revenues realized by other gaming operations to deferred maintenance and capital improvements.

 

WHEREAS, the City may be on the brink of realizing substantial revenue from future gaming operations; and

 

WHEREAS, the City's infrastructure is in desperate need of repair, as a result of years of deferred maintenance, and the City's needs for capital improvements continue to grow; and

 

WHEREAS, the City's annual budget of approximately $650 million is not adequate to address the huge cost of either reversing the effect of deferred maintenance (estimated to be at least $270 million) or providing necessary capital improvements while maintaining current City services; and

 

WHEREAS, the potential revenues from new gaming operations in Kansas City may be the means by which deferred maintenance and capital improvement projects can be funded; and

 

WHEREAS, in Resolution No. 930291, As Further Amended, and in Committee Substitute for Resolution No. 941081, the Council stated its intent to appropriate future gaming revenues to certain uses; and

 

WHEREAS, the Council wishes to reaffirm its policy as stated in those resolutions with some limitation; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council reaffirms its intent to appropriate certain future gaming revenues to the purposes set forth in Committee Substitute for Resolution No. 941081 (admission fees for the 6 councilmanic districts for capital improvements and economic development and for Front Street widening and improvement) and Resolution No. 930291, As Further Amended (earnings and sales taxes for waste reduction, public safety, infrastructure, neighborhoods and health care), limiting, however, the source of these revenues to the riverboat gaming facility developed by the Hilton Hotels Corporation or a related entity.

 

Section 2. That the Council states it intent to appropriate, to the extent such revenue is not otherwise legally restricted, all future revenues (admission fees and gaming, use, utility, property, earnings and sales taxes) from all future riverboat gaming operations in Kansas City, except the facility to be developed by the Hilton Hotels Corporation or a related entity, for the purposes of deferred maintenance and capital improvement projects consistent with priorities established by the City Council in its long range plan.
