RESOLUTION NO. 090379

 

Urging the State of Missouri to revise its plan for the allocation of Homelessness Prevention and Rapid Re-Housing Program (HPRP) to include the City as an entity eligible to receive an initial allocation of the funds to better serve the many homeless families and families at risk of becoming homeless in Kansas City, Missouri.

 

WHEREAS, the American Recovery and Reinvestment Act of 2009, passed by the U.S. Congress in February 2009, provided funding for the Homelessness Prevention and Rapid Re-Housing Program (HPRP); and

 

WHEREAS, HPRP funding of $12,011,262 has been allocated to the State of Missouri; and

 

WHEREAS, the draft plan prepared by the Missouri Department of Social Services excludes the City of Kansas City, Missouri from even being considered for the initial allocation of the funds; and

 

WHEREAS, the planned initial allocation of funds will only be to counties; and

 

WHEREAS, the corporate limits of Kansas City, Missouri, include portions of four counties which will unnecessarily complicate the coordination of services for needy and homeless residents within the city; and

 

WHEREAS, allocations to area counties may be significantly higher because of the large number of needy and homeless residents in Kansas City, but the counties are under no obligation to spend the funds in Kansas City; and

 

WHEREAS, per Homeless Management Information System data, of all of the homeless persons receiving services in the entire state of Missouri in 2007, 38% of homeless persons were served in Kansas City, Missouri; and

 

WHEREAS, since 2007, local United Way 2-1-1 data on calls for services related to homelessness and homelessness prevention indicate an increase of 45%; and

 

WHEREAS, a point of time census performed on January 27, 2009, found 383 local families containing 699 children that were sheltered and 52 local families containing 26 children who were unable to find shelter; and

 

WHEREAS, public comment on the draft plan is being solicited by the State; NOW, THEREFORE,


BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Council strongly urges the State of Missouri, through its Department of Social Services, to revise its plan for the allocation of Homelessness Prevention and Rapid Re-Housing Program funds in order to include the City of Kansas City, Missouri as an entity eligible to receive an initial allocation of the funds to better serve the many homeless families and families at risk of becoming homeless in Kansas City.
