RESOLUTION NO. 090850

 

Amending the Washington Wheatley/Wendell Phillips/Downtown East Area Plan by amending the Proposed Land Use Map for an approximately 4.14 acre tract of land generally located on both sides of Flora Avenue between Vine Street and The Paseo, by changing the proposed land use recommendations from low density residential to medium-density residential uses.

WHEREAS, on March 14, 1996, the City Council by Resolution No. 960082 adopted the Washington Wheatley/Wendell Phillips/Downtown East Plan being the Plan for development and redevelopment of that area generally located north of 27th Street, east of Troost Avenue, west of Interstate 70, and south of Truman Road; and

  WHEREAS, on July 23, 1998, the City Council approved an amendment to the Washington Wheatley/Wendell Phillips/Downtown East Plan through the passage of Resolution No. 960082, amended the Plan on January 4, 2001, through the passage of Resolution No. 001634, amended the Plan on May 23, 2002, through the passage of Resolution No. 020439, and further amended the Plan on April 5, 2007, through the passage of Resolution No. 020439; and

WHEREAS, after further review by the City Development Department it has been deemed appropriate to amend the Washington Wheatley/Wendell Phillips/Downtown East Plan as it affects an area generally located on both sides of Flora Avenue between Vine Street and The Paseo, by changing the proposed land use recommendations from low density residential to medium-density residential uses; and

WHEREAS, a public hearing before the City Plan Commission concerning approval of the proposed amendments to the Washington Wheatley/Wendell Phillips/Downtown East Plan is scheduled for October 20, 2009; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

  Section A. That the Washington Wheatley/Wendell Phillips/Downtown East Plan is hereby amended as to the Proposed Land Use Plan and Map for an area generally located on both sides of Flora Avenue between Vine Street and The Paseo, by changing the proposed land use recommendations from low density residential to medium-density residential uses.

  Section B. That the Washington Wheatley/Wendell Phillips/Downtown East Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

  Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by law have been given and had.
