RESOLUTION NO. 070499
Urging the State of Missouri to authorize the use of sole source contracting methods should only a single bid
be received for the construction of a new bridge over the Missouri River.
WHEREAS, the Paseo
Bridge is over 50 years old and in need of significant rehabilitation or
replacement; and
WHEREAS, improvements
through the State kcICON project are a priority with $195 million dollars
identified through State Amendment 3 funding and an additional $50 million from
federal SAFETEA-LU funds; and
WHEREAS, the need for
improvements to the kcICON project area, generally identified as the I-29 and
I-35 corridor between Missouri Highway 210 north-east corner of the downtown
loop crossing the Missouri River via the Paseo Bridge, is immediate to handle
the current 102,000 vehicles using the corridor each day and the future
increase in traffic; and
WHEREAS, in the event
of a single bid for the work in the kcICON project area the State must be
prepared to move with dispatch to commence the project without further delay;
and
WHEREAS, the State of
Missouri may be authorized to enter into a sole source negotiation process
when appropriate to meet the immediate needs of the people of the State; and
WHEREAS, the
construction of improvements for crossing the Missouri River in the kcICON
project area is an important and essential need of the people of the State and
of the Kansas City metropolitan area; NOW, THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
That the Mayor and
Council urge the State of Missouri to authorize the use of sole source
contracting should competitive bids not be received for the construction of a
new Missouri River crossing in the kcICON project area.
