COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 090348

Approving the Bicycle/Pedestrian Friendly Community Action Plan as a guide for annual bicycle and pedestrian facility and program development within the City of Kansas City, Missouri.

WHEREAS, the FOCUS Kansas City Plan and Climate Protection Plan, recommends the development of bicycling and walking facilities as a means to create a connected city, improve neighborhood liveability and to positively impact the image of the City; and

WHEREAS, a Bicycle and Pedestrian Friendly Community provides safe accommodation for biking and walking and encourages its residents to bike and walk for transportation, recreation and physical activity; and

WHEREAS, a Bicycle and Pedestrian Friendly Community will boost the local economy by creating a City that is an attractive destination for new residents, tourist and businesses; and

WHEREAS, a Bicycle and Pedestrian Friendly Community will save the City funds by increasing the efficient use of public space, reducing the need for costly new road infrastructure, preventing crashes, improving the health of the community and increasing the use of public transport; and

WHEREAS, the City recognizes the importance of bicycle, pedestrian and motorist education programs and of supporting educational groups working on safe transportation in our community; and

WHEREAS, trails, signed bike routes, dedicated bike lanes, and sidewalks are an integral component to developing a bike and pedestrian friendly, multi-modal and sustainable community, promoted in several City initiatives including the Bike KC Plan, adopted under Resolution No. 011288 on August 25, 2002, the Walkability Plan, adopted under Resolution No. 030211 on March 20, 2003, the Green Solutions Policy, adopted under Resolution No. 070830 on August 9, 2007, the Climate Protection Plan, adopted under Resolution No. 080754 on July 24, 2008 and the Trails KC Plan adopted under Resolution No. 081052 on November 30, 2008; and

WHEREAS, representatives of a Mayor and City Council-appointed advisory committee of local residents and City staff established by Committee Substitute for Ordinance No. 080515 on June 14, 2008, worked in partnership to develop and refine the Plan; and

WHEREAS, it is in the community interest to adopt the Bicycle/Pedestrian Friendly Community Action Plan as a guide for bicycle and pedestrian facilities and program development; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Bicycle/Pedestrian Friendly Community Action Plan is hereby approved as a guide for future bicycle and pedestrian facilities and program development within the City of Kansas City, Missouri. A copy of the Bicycle/Pedestrian Friendly Communities Action Plan is attached hereto as Exhibit A incorporated herein by reference.
