RESOLUTION NO. 951262

 

Urging the United States Congress to maintain the current level of funding for the National Senior Services Corps Program, including the Foster Grandparent Program, the Senior Companion Program and the Retired and Senior Volunteer Program, without reduction and to continue administration through the Corporation for National Service; and directing the City Clerk to forward copies of this Resolution to appropriate officials.

 

WHEREAS, the National Senior Service Corps Program, currently administered through the Corporation for National Service, includes the Foster Grandparent Program, the Senior Companion Program and the Retired and Senior Volunteer Program; and

 

WHEREAS, the Foster Grandparent Program, administered locally through the City's Department of Neighborhood and Community Services, provides stipend volunteer opportunities for low income persons, 60 years or older, to serve one-on-one with children or youth with special or exceptional needs; and

 

WHEREAS, the Senior Companion Program, administered locally through Westport Cooperative Services, Inc., provides stipend volunteer opportunities to low-income persons, 60 years or older, to serve one-on-one with frail, homebound older adults, and the Retired and Senior Volunteer Program, administered locally through the United Way, provides volunteer opportunities to persons, 55 years or older, in a variety of community settings; and

 

WHEREAS, in 1994, the City's Foster Grandparent Program received $315,619.00 in federal funds and the City and other local agencies provided $69,895.00 in cash and other in-kind donations to match the federal funds; and

 

WHEREAS, the Foster Grandparent Program has an average of 84 foster grandparents who contribute approximately 87,696 hours of volunteer service annually, receiving a small stipend; and

 

WHEREAS, these foster grandparents serve children and youth with specialized needs including children coping with drug usage at home, children experiencing abuse or neglect, children with chronic or terminal illness, physical or emotional problems, pregnant teens, teen runaways, teens at risk for dropping out of school and children with learning or development disabilities; and

 

WHEREAS, there is currently pending legislation before the United States Congress which would reduce funding for these programs and also legislation which would change administration of these programs to the Administration on Aging; and

 

WHEREAS, the Council believes that these programs are vital and critical to continuing to build a sustainable and liveable city; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and Council hereby strongly urge the United States Congress to maintain the current level of funding for the National Senior Services Corps Program, including the Foster Grandparent Program, the Senior Companion Program and the Retired and Senior Volunteer Program, without reduction, to oppose any attempts to reduce funding and to oppose legislation which changes administration of these programs from the Corporation for National Service to the Administration on Aging.

 

Section 2. That the City Clerk is hereby directed to forward copies of this Resolution to the entire congressional delegation of Missouri.
