Congratulating Mark Funkhouser for being named one of Governing magazines Public Officials of the Year for 2003.


WHEREAS, Mark Funkhouser, City Auditor for the City of Kansas City, Missouri, has been named one of Governing magazines Public Officials of the Year for 2003; and


WHEREAS, this prestigious designation and accompanying award will be presented on November 13, 2003, in Washington, D.C. Mr. Funkhouser is one of eleven public officials from across the United States to receive this award; and


WHEREAS, Mark Funkhouser began his auditing career in 1978 with the State of Tennessee, and came to Kansas City in 1988 to become City Auditor. Mark Funkhousers academic background reveals remarkable preparation for performance auditing with degrees from Thiel College, West Virginia University, Tennessee State University, and the University of Missouri-Kansas City where he earned a Ph.D. in Public Administration and Sociology in 2000. Mark Funkhouser shares his knowledge and experience teaching graduate courses at several area universities. He has also published numerous articles in professional journals, and has won several awards, including the National Author Award 2003 from the Association of Government Accountants and the L.P. Cookingham Award for Outstanding Contributions to Public Administration; and


WHEREAS, known for his dispassionate analyses of the function and finance of City services, Mark Funkhouser is known, too, for his passionshis family and his community. Married to Gloria Squitiro and the father of Tara and Andrew, he is as deserving of a parenting award as much as any award for public service. Funkhousers stellar reputation is that of a man deeply devoted to his family, dedicated to his work, and willing to serve others above himself; and


WHEREAS, Mark Funkhouser enjoys reading biographies, playing chess, walking, talking with friends and traveling. He is happiest when travel takes him to his cabin in the Ozarks and where he can become one with the chainsaw and clear brush, opening new vistas for his wife. An admirer of Abraham Lincoln and Martin Luther King, Jr., Marks slogan is Speak truth to power, which he does effectively and successfully; NOW, THEREFORE,




That the Mayor and Council hereby express their congratulations and good wishes to Mark Funkhouser for being named one of Governing magazines Public Officials of the Year for 2003; and


BE IT FURTHER RESOLVED that this Resolution be spread among the Minutes of the Council in testimony thereof and that a copy hereof be presented to Mark Funkhouser with the appreciation of the Mayor and Council for his many years of dedicated service to the City and the community.
