COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 961250
Authorizing the current Taxicab Starter Program at KCI
remain in effect for 45 days; authorizing taxicab fees; directing the City
Manager to examine ground transportation at KCI and report to the Council; and
directing the City Manager to enforce security and City ordinances at KCI.
WHEREAS, ground transportation at Kansas City
International Airport ("KCI") is an integral part of the City's
transportation system and serves as ambassadors to visitors to our community;
and
WHEREAS, it is the desire of the City Council that
ground transportation at KCI be safe, effective, efficient and courteous and be
administered in an equitable manner; and
WHEREAS, it is the intent of the City Council that
the new Taxicab Starter System at KCI and the current taxicab fees and charges
remain in place for the next forty-five (45) days while the City Manager
reviews and explores a general plan for improvement of ground transportation at
KCI; NOW, THEREFORE
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Council hereby directs
the current Taxicab Starter Program at Kansas City International Airport
("KCI") which went into effect on September 1, 1996, remain in
effect for the next forty-five (45) days.
Section 2. That the schedule of fees and charges to
be imposed for taxicab services at KCI proposed by the Director of Aviation in
Council Communication No. 961066 is hereby altered to remain at the current
rate of an annual base fee of $40.00 per vehicle.
Section 3. That the City Manager is hereby directed
to study the ground transportation system at KCI and report to the Planning,
Zoning and Economic Development Committee within forty-five (45) days: 1)
alternatives for a terminal building presence for all types of ground
transportation; 2) a plan for implementing a limousine and livery vehicle
holding area at KCI to be implemented as soon as practical; 3) a plan to increase
signage and visibility of signage at KCI for all types of ground
transportation; and 4) results of monitoring and investigation of compliance
with City ordinances and contract requirements by all forms of ground
transportation at KCI by a Human Relation Monitor.
Section 4. That the City Manager is further
directed to enforce security measures at KCI including City ordinances
prohibiting solicitation of passengers, cruising KCI streets and refusing
service to passengers.
