COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 190858, AS AMENDED

 

Directing the City Manager to identify City owned property that can be used as low rent "support hubs" for nonprofit organizations that provide evidence based services and programs and develop a policy for evaluating and reporting on below-market rent leases; and to provide reports detailing City owned spaces and property.

 

  WHEREAS, nonprofit organizations are dedicated to furthering social causes and providing a public benefit and as such often do not have excess funds to provide for rental space; and

 

WHEREAS, the City owns properties that may be available for use by nonprofit organizations; and

 

WHEREAS, the nonprofit organizations will provide evidence based services and programs which benefit the public; and

 

WHEREAS, the City owned space provided and lease amount will be in accordance to the nonprofit organizations’ size, scope and need; and

 

WHEREAS, if the spaces identified for lease are currently purposed for housing use, the City Manager may consider a lease/purchase program in accordance with City surplus property procedures; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to identify City owned property that can be used as low rent "support hubs" for nonprofit organizations that provide evidence based services and programs which benefit the public, develop a policy for evaluating and reporting on below-market rent leases, and provide a report to the Council within 90 days.

 

Section 2. That the City owned space provided will be in accordance to the nonprofit organizations’ size, scope and need and if the spaces identified for lease are currently purposed for housing use, the City Manager may consider a lease/purchase program in accordance with City surplus property procedures.

 

Section 3. That the City Manager shall provide annual reports detailing City owned spaces and property which may be presented to Council during a Business Session.
