SECOND COMMITTEE
SUBSTITUTE FOR ORDINANCE NO. 120496
Directing the City Manager to
cause specific projects to be submitted to the Mid-America Regional Council
(MARC) as applications for FY 2013 and 2014 Congestion Mitigation Air Quality
(CMAQ) funds.
WHEREAS, MARC is
soliciting project proposals for Federal Fiscal Years 2013 and 2014 CMAQ funds
in its role as metropolitan planning organization (MPO) for Greater Kansas
City; and
WHEREAS,
eligible projects for CMAQ funds fall into one of six categories: transit
projects; traffic flow projects; alternative fuel projects; bicycle/pedestrian
projects; outreach/other projects; diesel retrofit/conventional fuel
strategies; and
WHEREAS,
eligible CMAQ projects must indicate how the project meets the following
threshold criteria: reduce volatile organic compounds and/or nitrogen oxides;
must not be used for routine program implementation, meeting any legal mandate,
or completion of work that should have been completed under a prior grant or
cooperative agreement; total cost of projects must exceed $50,000 for capital or
operating projects and $25,000 for programs; proposals must include a detailed
budget that identifies the source and amount of matching funds; all federal
eligibility requirements must be met based on the October 2008 guidance
document “The Congestion Mitigation and Air Quality Improvement Program”; and
WHEREAS, CMAQ
projects will be evaluated using a set of four scoring criteria which include:
emission reduction (35%), cost effectiveness (35%), vehicle miles traveled
reduction (15%), land use/category specific (15%); and
WHEREAS, MARC
anticipates the funding for Missouri to be $2.5 million for each year for a
total of $5 million and anticipates allocating CMAQ funding among the six
project categories according to the following target percentages: transit
(34%), traffic flow (24%), alternative fuels (14%), bicycle/pedestrian (14%),
outreach/other (9%), diesel retrofit/conventional fuel strategies (5%). Most
CMAQ projects require a minimum 20 percent local match for federal funds; NOW,

2. That any required local funding match not previously identified shall be
funded as follows:
1. Transit – from funds that may be
appropriated by the Kansas City Downtown Streetcar Transportation Development
District, if established.
2. Bicycle/Pedestrian – from the
appropriate in-district fund within the Capital Improvements Sales Tax Fund.
3. Outreach/Other – from all
councilmanic in-district funds within the Capital Improvements Sales Tax Fund,
to be shared equally.
