ORDINANCE NO. 110196

 

Authorizing the Director of Water Services to enter into a $480,191.00 contract with AMEC Earth and Environmental, Inc. for Contract No. 227, Project No. 60820004, Jackson County FEMA Floodplain Modernization; authorizing the Director of Water Services to expend $480,191.00 for the project; authorizing the Director of Finance to return unexpended appropriations to the appropriate account; and recognizing an emergency.

 

WHEREAS, the Federal Emergency Management Agency (“FEMA”) is updating Jackson County Floodplains; and

 

WHEREAS, AMEC Earth and Environmental, Inc. is contracted through the State Emergency Management Agency (“SEMA”) to complete this work; and

 

WHEREAS, this project will provide the City the same quality products in Jackson County as are being provided for Clay and Platte Counties with leverage from the City and U.S. Army Corps of Engineer’s modeling and survey; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Water Services Department is authorized to execute, on behalf of Kansas City, Contract No. 227, Project No. 60820004, in the amount of $480,191.00 with AMEC Earth and Environmental, Inc. to create new leveraged modeling for the portion of Kansas City, Missouri within Jackson County. A copy of this contract is on file in the office of the Director of Water Services. 

Section 2. That the sum of $480,191.00 is hereby appropriated from the Unappropriated Fund Balance of the Stormwater Fund to the following account:

11-8200-802331-B-619060 Stormwater Flood Monitoring $480,191.00

Section 3. That the Director of Water Services is authorized to expend up to $480,191.00 to satisfy the cost of this contract.

  Section 4. That upon completion of the final costs of this contract, the Director of Finance is hereby authorized to return the unexpended portion of this appropriation to the Fund Balance from which it was derived.

Section 5. That this ordinance is recognized as an emergency measure within the provisions of Section 503 of the City Charter in that it involves a public improvement, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
