FOR ORDINANCE NO. 140086
Amending Chapter 2, Article VI of
the Code of Ordinances, entitled “Boards, Commissions and Committees,” by
enacting a new Division 19 consisting of Sections 2-970.30 through 2-970.35
entitled “Kansas City Youth Commission” to formally establish an official youth
commission.
WHEREAS, the
Mayor and City Council are committed to working with the youth of our City to
address their concerns and needs, and to further educate them on the operations
of local government; and
WHEREAS, a
formally-appointed Kansas City Youth Commission (“Commission”) will help
broaden the perspectives of those presently serving in City government; and
WHEREAS, the
City values the new and innovative ideas of its youth and believes
incorporating those ideas will make the City a better place; and
WHEREAS,
the Commission will provide youth the opportunity to play a productive role
within the entire community; and
WHEREAS, the City
values the input of agencies and organizations who work on youth issues and has
a desire to have such groups represented on the Commission; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
Chapter 2, Article VI of the Code of Ordinances, entitled “Boards, Commissions
and Committees,” is hereby amended by enacting a new Division 19 entitled
“Kansas City Youth Commission” consisting of Sections 2-970.30 through 2-970.35
to formally establish an official youth commission, said sections to read as
follows:
DIVISION 19. KANSAS
CITY YOUTH COMMISSION.
Sec. 2-970.30. Purpose.
The Kansas City
Youth Commission will assist and support city leadership by serving as an
advisory body to the Mayor, City Council and City Manager on matters and City
programs affecting the youth in the City and making the City a better place for
all in which to live.
Sec. 2-970.31. Establishment;
membership; appointment of members.
The Kansas City Youth Commission
is hereby established and shall be composed of up to twenty
(20) members appointed by the Mayor.
(a) Up to
fifteen (15) of the members shall be residents from throughout the City who are
high school juniors or seniors in school districts that are wholly or partially
in the City or college undergraduate students at schools or colleges in the
City.
(b) Up to five
(5) of the members shall be representatives from agencies or organizations that
serve youth in the City. Such members shall be non-voting members.
(c) The
commission shall elect from its voting membership a chairperson and
vice-chairperson at its second meeting. Thereafter, the commission shall elect
from its membership a chairperson and vice-chairperson each year at its annual
reorganization meeting. The chairperson shall preside over commission meetings.
In the event of the absence of the chairperson, the vice-chairperson shall
preside over that particular meeting.
Sec. 2-970.32. Terms.
Each member
shall be appointed for a two-year term. The mayor may appoint a member to
complete the remaining term of any vacant position. The terms shall be
staggered. To effectuate a staggering of terms, half, or one more or less than
half, of the initial appointments shall be for one year, while the remainder
shall be for two years.
Sec. 2-970.33. Meetings; Rules
and Procedures.
The commission
will meet no less than quarterly. The commission has the power to adopt rules
governing its own procedures and fixing the time and place of its meetings.
However three absences in a row from meetings shall be deemed to be a
resignation from the commission.
Sec. 2-970.34. Staff support.
The Mayor shall
provide staff support to the commission.
Sec. 2-970.35. Annual Report
The commission
shall provide an annual report to the Mayor, City Council and City Manager on
its activities and recommendations on matters and City programs affecting the
youth in the City.
