Directing the City Manager to evaluate the financial
feasibility of renovating the City building located at 4900 Swope for purposes
of utilizing it as a Family Resource Center in partnership with Swope Health
Center and authorizing the City Manager to engage in negotiations with the
State to lease part of the building to the State Department of Social Services.
WHEREAS, since March 31, 1978, the City has been
leasing the building known as 4900 Swope Parkway to Model Cities Health
Corporation d.b.a. Swope Parkway Health Center; and
WHEREAS, the City building located at 4900 Swope
Parkway is currently vacant but is being "mothballed" at Swope
Parkway Health Center's expense; and
WHEREAS, Swope Parkway Health Center has been
serving the Kansas City community for over twenty-five (25) years; and
WHEREAS, the City and Swope Parkway Health Center
desire to implement a family-centered, community-based service delivery system;
and
WHEREAS, the City building known as 4900 Swope
Parkway could be the perfect location to have such a family-centered,
community-based service delivery system; and
WHEREAS, the City and Swope Parkway Health Center
are interested in utilizing the City building known as 4900 Swope Parkway as a
"one-stop" shopping center to house various non-profit agencies as
well as governmental agencies to provide a wide range of social, health and
educational services to the surrounding neighborhood (the "Family Resource
Center Project"); and
WHEREAS, in these times of limited resources, the
State and City must partner with non-profits to deliver services in the most
effective and cost efficient manner; and
WHEREAS, the Family Resource Center Project is the
continuation of a long-standing partnership between the City, Swope Parkway
Health Center and community residents; and
WHEREAS, the Family Resource Center Project is in
keeping with both parties philosophy of community responsiveness; and
WHEREAS, the design of the Family Resource Center
Project's services is intended to be family-focused and customer driven
implemented through an integrated model of service deliveries; and
WHEREAS, by locating agencies together, the Family
Resource Center will foster relationships among them and promote a shared
commitment to families through coordination and collaboration around services;
and
WHEREAS, the State of Missouri, Department of Social
Services has expressed a desire to collaborate and partner with the City and
Swope in this Family Resource Center Project; and
WHEREAS, pursuant to this desire, the Department of
Social Services has expressed an interest in leasing space from the City in
4900 Swope Parkway; and
WHEREAS, the City needs to do a feasibility study to
pursue this Family Resource Center Project, including a financial analysis and
develop estimates to renovate the building to meet its new use; and
WHEREAS, if the community objectives and the
financial analysis favor the pursuit of this Family Resource Center Project, it
would be the interest of this Council to pursue this Family Resource Center
Project, including authorizing the City to lease space in this building to the
State of Missouri, Department of Social Services; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Manager is directed to evaluate the
financial feasibility of renovating the City building located at 4900 Swope for
purposes of utilizing it as a Family Resource Center in partnership with Swope
Health Center and authorizing the City Manager to engage in negotiations with
the State to lease part of the building to the Department of Social Services.
