COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 991055, AS
AMENDED
Declaring
the intent of the Council to temporarily refrain from approving certain Chapter
100 bonds projects until the existing Chapter 100 policy is revised and
directing the City Manager to take certain steps in regard to the policy.
WHEREAS,
on August 12, 1998, the Council adopted Committee Substitute for Resolution No.
980929, which established a policy for the use of Chapter 100 revenue bonds;
and
WHEREAS,
since the establishment of the policy, several Chapter 100 projects have been
presented to City staff, the Economic Development Corporation and the Council
for consideration; and
WHEREAS,
the Council feels that the current policy may need to be revised to take into
account the concerns of other taxing entities which are affected by the
issuance of Chapter 100 bonds, as well as other issues which have come to light
since the adoption of the policy; and
WHEREAS,
it is the desire of the Council that the policy be revised in an open,
inclusive, deliberative manner in order to develop a Chapter 100 policy
consistent with current City policies on economic development, planning and
taxation; and
WHEREAS,
the Council feels that the issuance of Chapter 100 bonds for projects not under
consideration by the Council, the Economic Development Corporation of Kansas
City or city staff, should cease until the policy is revised; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
1. That the Council hereby declares its intent to temporarily refrain from
approving Chapter 100 projects as of the date of adoption of this resolution
(a) for which no inducement resolution or plan has been approved by the Council
or (b) for which no formal offer has been made by the Economic Development
Corporation of Kansas City or other local economic development corporations.
Section
2. That the City Manager is hereby directed to examine the existing Chapter
100 policy in conjunction with the Economic Development Corporation of Kansas
City, the affected counties, school districts, and other taxing entities and to
recommend appropriate revisions to the Council for consideration within 90 days
of the adoption of this resolution.
